EMYOOGA SEED CAPITAL IS A REVOLVING FUND — CISSY MULONDO Hon.@HonCissyMulondo State Minister for General Duties @mofpedU has urged Emyooga beneficiaries to embrace financial discipline, accountability and transformative leadership to drive Uganda’s socio-economic transformation. Speaking on Friday while closing a transformative leadership development training organized by Microfinance Support Centre @MSCuganda at the National Leadership Institute Kyankwanzi, the Minister emphasized that wealth creation requires ideological clarity, discipline and a mindset shift from subsistence living to active participation in the money economy. “Emyooga seed capital is a revolving fund, not free money,” Mulondo stressed, urging beneficiaries to repay their loans promptly with minimal interest to ensure other members can access the funds. She warned them treating government support as a donation undermines the programme’s sustainability and the vision of leaving no one behind. The programme provides revolving funds through Emyooga SACCOs, alongside business development services, to support enterprises at constituency and parish levels. Government has invested over UGX 700 billion in the programme. Mulondo called for transparent implementation, stronger accountability and effective management to ensure lasting benefits for members. She urged beneficiaries to embrace the following four pillars of transformative leadership: Patriotism: Protect public funds, repay loans and build strong domestic enterprises. Pan-Africanism: Explore regional and continental markets for goods and services. Socio-economic transformation: Prioritize wealth creation, job creation and market-oriented production. Democracy: Promote transparency, accountability and inclusive decision-making within SACCOs and associations. The Minister also challenged entrepreneurs to separate personal finances from business capital, maintain accurate records and reinvest profits to expand their enterprises. She called on leaders to use their offices responsibly and deliver practical services that improve community livelihoods. Mulondo further encouraged collaboration with complementary wealth creation initiatives, including the Parish Development Model and Presidential Skilling Hubs, to broaden opportunities for beneficiaries. Addressing the trainees as Kyankwanzi Torchbearers, she urged them to share their knowledge with others, strengthen SACCO governance and auditing, and increase production to serve local, regional and continental markets. She concluded by calling for a collective commitment to hard work, integrity, financial discipline and sustainable enterprise development.
