Our Deputy Chief Coordinator, Brig Gen Godfrey Muwanguzi, engaged leaders and stakeholders in Luwero on the implementation of @GovUganda development programs, emphasising mindset change, effective utilisation of the seven pillars of @PDMSecretariat , and the need to strengthen household incomes and livelihoods. Leaders raised concerns including livestock theft, drought, limited irrigation, inadequate markets and the need for greater investment in agro-processing and value addition. Brig Gen Muwanguzi assured the leaders that the concerns raised would be presented to the relevant authorities for consideration and appropriate action.
. @OWC_ug restructures its directorates to align with its 2026–2031 mandate and strengthen institutional coordination and service delivery. Catch the OWC leadership as they discuss the new structure and the direction of the institution on UBC’s “In the Media’s Eye” this Sunday, 13 September 2026, at 9:00 PM.
Update
A new chapter in the institutional journey of @OWC_ug begins with the realignment of its leadership and directorates to the institution’s new establishment. The changes are aimed at strengthening coordination, improving service delivery and enhancing OWC’s contribution to Uganda’s socio-economic transformation.
The transition ceremony was held at OWC Headquarters in Kamwokya and presided over by the Deputy Chief Coordinator, Brig Gen Godfrey Muwanguzi, on behalf of the Chief Coordinator, Gen (Rtd) Caleb Akandwanaho. The restructuring was endorsed on 30 July 2026 after the required administrative and protocol procedures.
The new leadership appointments and redeployments include Maj Gen (Rtd) John Mateeka; Director, Agriculture; Maj Gen (Rtd) David Wakalo, Director, Inspectorate, Research and Analysis; Hon. Kabakumba Masiko, Director, Social Action Funds; Brig Gen (Rtd) JB Mulindwa, Director, Value Addition and Manufacturing; Brig Gen (Rtd) Jacob Asimwe — Director, Political Affairs; and Brig Gen (Rtd) JC Anywar — Director, Infrastructure.
Other appointments include Col Victor Opera — Director, Operations; Maj (Rtd) Rubaramira Ruranga — Director, Health and Outreach Campaigns; Dr Arigye A. Eugene — Director, Policy, Planning and Development; Eng. John Wambogo — Director, Science, Technology, Innovation and ICT; Mr Allio Emmanuel Ewaku — Director, Investment and Private Sector Development; and @DamalieOwori as Director of Creatives and Member-Based Organizations.
Brig Gen Muwanguzi called upon the new leadership to execute OWC’s mandate in line with the guidance of H.E. President @KagutaMuseveni and to position the institution as a model of effective service delivery and socio-economic transformation at community level. The transition was also an opportunity to recognise the contributions of outgoing leaders and reaffirm the importance of continuity.
Discussions during the transition highlighted key priorities for the new structure, including addressing challenges such as drought, strengthening coordination in agricultural input delivery, and ensuring that Cabinet resolutions translate into practical interventions. Members also emphasised evidence-based monitoring, accurate reporting and physical verification of @GovUganda -supported projects so that OWC’s assessments reflect the realities and experiences of beneficiaries.
Our Director of Operations, @DamalieOwori has formally handed over the Directorate of Operations and taken on a new responsibility as Director for Creatives and Member-Based Organisations.
During her nearly six-year tenure in Operations, she provided leadership in coordinating and supporting key national programmes, including @PDMSecretariat , cooperative development, Local Economic Development, agro-industrialisation, cotton development and the advancement of key value chains such as coffee, maize, tea, sugarcane, fisheries and horticulture. She also played a significant role in the COVID-19 response and OWC’s economic mobilisation efforts, particularly in Northern Uganda.
OWC appreciates Ms. Owori’s dedicated service and contribution to the Directorate and looks forward to her continued leadership in her new portfolio.
