Prof. E. Somanathan (Head, CECFEE), Dr. @raavi_aggarwal (Member, CECFEE) and Prof. @MoniBishnu (Professor, ISI Delhi) have co-authored a report titled 'Reassessment of National Parameters for Appraisal of Public Investment Programmes/Projects in India', published by @NITIAayog and @ISIKolkata (Delhi Centre). Key recommendations: - Revise the short-term social discount rate from 8% (2018 assessment) to 9.5% in real terms for public investment projects undertaken by GoI with timelines of upto 30 years. - Use an uncertainty-adjusted, declining discount rate for longer-term projects to better reflect the long-term benefits of climate mitigation and investments in health and education. - Incorporating a a country-specific Social Cost of Carbon (SCC) into project appraisal. The literature review estimates an SCC of US$9–87/tCO₂, with a mean of US$10/tCO₂. The study recommends further research to establish an India-specific estimate. On 26 August 2026, a north-facing slope on the Langtang Lirung mountain in North-Central Nepal failed. Within minutes, bedrock collapse triggered an ice-rock avalanche that swept down the Bhote Koshi–Trishuli valley and across an international border as a tsunami of floodwater. How can this be avoided? What is needed in order to reduce the destructive scale of these disasters? Where are the next hotspots? To address these questions and more, ICIMOD and the Government of Nepal - with the support of the Embassy of Switzerland - convened an international meeting consisting of senior disaster-management and cryosphere experts, aid agency representatives, and government officials from Bangladesh, Bhutan, China, India, Pakistan and Nepal, from 15–17 September in Kathmandu, Nepal. They were joined by a cohort of Swiss experts who managed a similar ice-rock avalanche in Blatten, Switzerland in 2025. Read the full story: icimod.org/icimod-rasuwa-gyi…

🚨Yesterday, at a gathering of G20 energy ministers in Houston, Texas, the United States Environmental Protection Agency announced a final rule repealing carbon emissions limits from fossil fuel-fired power plants. From David Widawsky, US Director, World Resources Institute: “The EPA's announcement is a major retreat from the government’s responsibility to protect Americans from dangerous air and climate pollution. The power sector is responsible for roughly one-quarter of climate pollution in the U.S, its second largest source of emissions. Yet instead of requiring power plants to reduce those emissions, EPA is proposing to once again give fossil fuel generators a free ride, shifting the burden onto American families, communities, businesses, and taxpayers."
