Why not simply establish regional parliaments so that people can legislate for their home areas from their homes areas on a permanent basis?
That would merit the label “innovation”. In addition, it would decongest Kampala.
For the 20 years I served as an MP, Parliament only sat in Kampala, and people are accustomed to seeing parliamentary sessions there. The Speaker, along with the 11th Parliament, have introduced an innovation. Just woken up from a dream....A constitutional amendment eliminating direct Presidential Elections in Uganda is in the House. Another provision in the Amendment is to extend a Presidential Term to 7 years, and introducing term limits on MPs for no more than one 7-year term.
