I learned a lot about Lebanon's IMF talks working with @samizog @TPILebanon on our 2023 report "The Shadow Plan": thepolicyinitiative.org/arti…
But at the end, my takeaway was, "Oh, this probably won't happen – Lebanon just won't have an IMF deal."
1/2
📌 Reaching an agreement between Lebanon and the IMF has become more complicated. Negotiations may take longer and become more difficult, with no guarantee of success.
📌 More troubling still, those putting obstacles in the way offer no clear alternative plan to resolve the crisis.
📌 Those blocking progress have likely grown comfortable with the “shadow plan” being implemented at depositors’ expense.
📌 This plan has continued in various forms since 2020: depositors bear the losses, while banks carry on as if nothing had happened!

🇱🇧 New day, new taxes in Lebanon:
There's a new environmental tax of 1-3% on a range of goods, which will send final prices up..
-> pressure on consumers & purchasing power
-> higher inflation
⚠️Reminder that the cabinet has not yet implemented any actual, real reform!
A chemotherapy ward is one of the most honest places in a country. There, the myths a society tells about itself become impossible to sustain. Illness strips away status and spectacle, revealing who receives care and who is abandoned.

It is a veneer of vitality maintained while the institutions beneath it collapse and people are forced to absorb the consequences privately. When that veneer cracks, what appears is a society forced to endure through consuming itself.

📌Is a “Golden Residency” Enough to Attract Investors to Lebanon?
📌The proposal to grant foreign investors residency in exchange for a USD 500,000 investment raises a fundamental question: what exactly is an investor buying in Lebanon today?
📌Investment is built on trust, not on residency permits alone. Yet Lebanon continues to face profound structural challenges. The country suffers from chronic electricity shortages, poor water supply, slow internet services, and an unresolved waste management crisis. More than five million square metres of the coastline remain illegally occupied, reflecting weak governance and poor enforcement of the law.
📌Economically, inflation remains around 20%, while the economy is unable to create sufficient jobs, prompting tens of thousands of skilled and educated young Lebanese to emigrate every year.
📌The financial sector presents an even more troubling picture. Lebanese banks have effectively become “zombie banks”, with restructuring yet to begin. Confidence in the banking system has collapsed, and foreign and non-resident depositors remain unable to access an estimated USD 20 billion of trapped deposits.
📌Lebanon also remains on the Financial Action Task Force (FATF) grey list, while the cash economy is estimated at around 50% of GDP, among the highest levels in the world. The country is also ranked among the world’s thirty most corrupt nations.
📌Meanwhile, the outlook for reforms remains uncertain, as powerful vested interests continue to obstruct the implementation of measures required under an agreement with the International Monetary Fund.
📌Concerns over investment protection are no longer theoretical. Emirati investor Khalaf Ahmad Al Habtoor has initiated international arbitration against the Lebanese state, alleging that his investments suffered losses and were not adequately protected by Lebanese laws.
📌Against this backdrop, a legitimate question arises: can a “golden residency” programme attract genuine long-term investors, or will it primarily appeal to a limited category of wealthy individuals seeking jurisdictions with lighter regulation and taxation?
📌Ultimately, investors do not simply buy residency. They buy confidence in a country’s institutions, economy, and future. Without deep structural reforms, it is difficult to see how a residency-by-investment programme can achieve its intended objectives.

Amal Khalil, another brave journalist killed by Israeli occupation forces. May her soul rest in eternal peace.
Our colleague Amal Khalil, a brave reporter who has been covering Israeli attacks on Lebanon for the past years was targeted along another colleague Zeinab Faraj while doing their job in south Lebanon. Emergency services succeeded in rescuing Zeinab with injuries along with two casualties. Amal is still under rubble, the Red Cross tried to get closer, yet another Israeli attack pushed them back.

Today I went to see the place that Israel bombed in Ain al Mreisse in Beirut on Wednesday. It's in a street I love and take often. I'm not a spring chicken yet I felt something deep and new looking at the details i.e. that I was in the physical presence of pure evil... 1/n
