Most cover letters read like an essay:
Intro paragraph. Career backstory. "I'm passionate about your mission." Polite close.
Nobody reads that. Not because recruiters are lazy, because they're scanning 200 of them.

Open with the single strongest reason you fit THIS role. If they read one sentence, make it that one.
