If the U.S. increasingly treats China not as the principal challenger to be balanced but as a co-manager of global order, the "free and open Indo-Pacific" strategy no longer holds.
The Quad illustrates the problem. Originally conceived as a strategic counterweight to Chinese expansionism, the grouping increasingly resembles a coalition searching for its purpose.
