Not to mention the indignities of compliance. Just put yourself in someone's shoes whose life situation forces them to access these programs, the indifferent bureaucrats, the endless, recurring forms, the "gotcha" exceptions - what do you think it does to you as a person?

SNAP excludes 1 out of 3 people in poverty. TANF excludes 4 out of 5 people in poverty. Section 8 excludes 3 out of 4 people who qualify. SSI+SSDI excludes 4 out of 5 people with a disability. Non-universal programs will always exclude people that universal programs will not.
