The Strait of #Hormuz is a critical node in global #energy flows. Its disruption can turn economic interdependence into strategic leverage, with consequences far beyond the region. The report examines this dynamic: or-f.org/40795

The 2026 Middle East conflict has exposed growing challenges to the international rules-based order. The special report ‘Hormuz: Breaking the Insecurity Continuum’ examines how the weaponisation of the Strait of #Hormuz challenges #InternationalLaw and multilateral governance: or-f.org/40795

Happy to share my contribution to @orfmiddleeast report on the future of Strait of Hormuz security. My piece examines GCC states’ maritime security policies and how addressing political divergences can help shape a more secure maritime environment.

Qatar has recently published its National Adaptation Plan, the first of its kind in the GCC. It puts a strong focus on climate risks, with a wide range of sectors and dimensions covered. Happy to now be working on its implementation with @gggiqatar.

My takeaway from HE AlBudaiwi @GCCSG Sec General’s remarks at Hili Forum in Abu Dhabi; the Gulf countries will expand cooperation on electricity, water, logistics, and strategic reserves linkages. This, HE noted, was directed by the GCC leaders in the Jeddah summit in April 2026.

In an increasingly volatile region, adversaries recognize the Gulf’s dependence on vulnerable water systems as a pressure point. @_NaserAlsayed agsi.org/analysis/a-security…

While governments have developed water reservoirs, emergency response mechanisms, and crisis management plans to address supply disruptions, far less attention is given to incorporating security considerations during the early stages of water infrastructure planning and development. @_NaserAlsayed agsi.org/analysis/a-security…

The Gulf’s water strategies are centered primarily on resource management rather than security. National security institutions currently only play a limited role in national water governance, and critical infrastructure protection is not fully integrated. @_NaserAlsayed agsi.org/analysis/a-security…

The threats to the Gulf’s ability to meet water demand have always been associated with climate change, groundwater depletion, and rising demand. However, during the U.S.-Israeli war with Iran, water has emerged as a critical vulnerability. @_NaserAlsayed agsi.org/analysis/a-security…
Gulf water policy faces environmental and economic challenges. War has exposed water as a strategic vulnerability. Now, water security must be a national priority. My latest article explores building Gulf resilience.

The next phase of strategic competition in the Middle East will be defined not only by military power, but by economic resilience. Gulf political unity is essential to collectively reduce dependence on the Strait.
I write on this for @CH_MENAP

This is why the focus shouldn’t be on infrastructure as a way to bypass the strait, but as a way to mitigate the economic and logistical damage when the strait is disrupted. That distinction matters - it’s about resilience, not replacement.
Pipelines and ports provide a critical bypass to Hormuz, but not necessarily a sufficient long-term fix, writes @A_DiPaola17 bloomberg.com/news/newslette…
Had the pleasure of joining the Fiker Institute’s working group earlier this week on Gulf foreign policy, with a focus on the post-ceasefire context, alongside a fantastic group of Gulf experts.
Fiker Institute's Working Group on Gulf Foreign Policy held its second meeting to discuss the US-Iran ceasefire announcement & Strait of Hormuz crisis.
