Uganda is one confused country. UMA, the umbrella association for all doctors says no interns should go to their sites without pay. Some hospitals, led by doctors who subscribe to UMA are threatening interns to come to work or risk losing their spots. MOH has refused to pay completely. The president, a few years back put interns allowance at 2.5m. The Ministry paid for one year and took it back to 1m, then zero.
