The new DOW waiver is not amnesty.
It only lets current and former personnel take UAP National Defense Information to official PURSUE reps without triggering civil or administrative NDA/SAPIA penalties.
It does not touch criminal statutes, and it does not restore what people already lost.
No guarantee in the release restores salaries, pensions, or security clearances.
No protections are afforded.
Earlier NDA guidance did the same; it opened an authorized conversation, it did not rewind retaliation.
If someone lost a job, a pension track, or a clearance for talking about or reporting anything relating to UAP, this text does not put that back.
It is progress, but it is NOT ENOUGH.
