“Every Russian sub-threshold attack should trigger more support for Ukraine and impose greater costs on Russia’s war effort.”
New HCSS report: the real target of Russia’s sub-threshold campaign is not infrastructure itself, but the political decisions that sustain Ukraine’s defence. Disrupting airports, railways and other assets is a means to influence European decision-making.
How can Europe break Russia’s strategic trap?
HCSS proposes a 4D Strategy:
• Deny
• Disrupt
• Degrade
• Deter
The core principle: every Russian sub-threshold attack should be met with more support for Ukraine and greater costs for Russia’s war effort.

🚨Europe is watching a real-time laboratory of modern warfare unfold in Ukraine — and the lessons matter far beyond Kyiv.
In the new HCSS report 'Lessons from the Jungle for the Zoo', @TimSweijs, @ElieTenenbaum and Jan Feldhusen show how Ukraine’s rapid battlefield adaptation, industrial resilience, and societal mobilisation are outpacing many European militaries.
The report highlights urgent gaps to close now, the case for joint European-Ukrainian defence-industrial partnerships, and why institutionalising Ukraine’s lessons is essential for a more secure Europe.
The message is clear: learn fast, adapt faster, or risk falling behind a battle-hardened adversary. As Tim Sweijs, HCSS Director of Research, explains:
“Supporting Ukraine is a direct investment in Europe’s own security, credibility, and adaptation to modern war.”
