Ever wondered what the difference b/w killer robots, autonomous weapons systems, lethal autonomous weapon systems (LAWS), and AI-enabled weapons? In our latest visual explainer for @CFR_org @mchorowitz and I created a taxonomy to break it down. cfr.org/articles/the-autonom…

There are real frontier AI safety issues - but those are different than issues surrounding autonomous weapon systems and we'll make better policy choices if we understand that!
The debate over autonomous weapons and the debate over frontier AI safety are about different problems, argue experts @mchorowitz and @Lauren_A_Kahn. To regulate them, policymakers need a framework to address it, they write. “Everyone wants autonomy to be a clear binary, yes or no. . . . In reality, autonomy is a spectrum defined by the technology being used and the human choices that are made to employ a weapon system. The question isn't, ‘Is it autonomous?' but rather, ‘How autonomous is it?'” “What few people understand is how much autonomy is already in modern military systems—and has been for decades,” they write. Essential - most current or planned autonomous weapon systems have nothing to do with frontier AI!
Replying to @Lauren_A_Kahn
Critical to remember at this point that autonomy ≠ AI. Autonomous weapon systems are a subset of all weapon systems, and weapon systems using AI are a subset of those. An autonomous weapon may or may not use AI. AI is just one approach to how autonomy functions.

@mchorowitz and I have found it most helpful to think of every weapon as fitting into one of 5 possible types. There are 3 basic types: unguided, semi-autonomous, and autonomous. Semi-autonomous and autonomous weapon systems can then ea be either supervised or unsupervised

Low cost precise mass is shaping wars around the world - time for the US to adapt!
The war in Iran has shown that the age of “precise mass—or high-volume, low-cost, precision-guided weapons—is well underway,” writes @mchorowitz. foreignaffairs.com/iran/how-…

1/ Article now officially out in @ISQ_Jrnl! Every day, we hear about how disruptive technologies are "breaking" international security. AI. Quantum. Biotech. Hypersonics. If alarm bells are sounding, isn't it time to regulate? Yet policymakers almost always wait. 🧵

Fantastic time for Foreign Affairs to re-up this excellent @mchorowitz piece. You don’t need to match forces if you can enforce de facto air or sea blockades, or take energy or information infrastructure offline with cheap, precise mass.
A new era of warfare has begun—one in which “weaker states are no longer priced out of the military power game” and “stronger states are not guaranteed the upper hand in major battles,” writes @mchorowitz. foreignaffairs.com/iran/how-…

Well this is depressing, since people are policy and critical to Innovation, adoption and the future force!
I was once very involved in programs like this at DOD. I had missed this stunning - mindblowing, really, unless you know the Army - statistic about the new service's new AI track:

1/6 🧵 The character of warfare is undergoing a fundamental transformation. Based on lessons from Ukraine and the concept of "Epic Fury," new initiatives proposed by Hegseth signal the end of the "exquisite platform" era and the rise of autonomous mass. #DefenseInnovation Video credit - @_AndersonStuart
