The #GlobalTobaccoIndex is not just about documenting interference; it is a practical accountability tool.
In South Africa, Prof. Lekan Ayo-Yusuf of the National Council Against Smoking explains how the Index helps identify where government protections against tobacco industry influence need to be strengthened.
The 2025 findings show why this matters: industry-aligned groups continue to oppose stronger tobacco-control legislation, while government interactions with the industry around illicit trade remain insufficiently transparent.
Hear him explain how the Index provides a roadmap for strengthening evidence-based tobacco control legislation.

Adopt legislation, a directive, or a code on Article 5.3 for all public officials
#GTI2025Recommends: Today, we spotlight one of the key recommendations from the Global Tobacco Industry Interference Index 2025.
Protecting public health requires clear rules for everyone involved in policymaking—not just health agencies.
The Index recommends adopting legislation, directives, or codes of conduct implementing WHO FCTC Article 5.3 that apply to all public officials, including parliamentarians, heads of state, and ministers, to help prevent tobacco industry influence across government.

The whole government must act cohesively to curb tobacco industry interference
#GTI2025Recommends: Today, we spotlight one of the key recommendations from the Global Tobacco Industry Interference Index 2025.
Tobacco industry interference rarely affects just one government agency. It can reach across ministries, legislatures, and public institutions, making fragmented responses less effective.
The Index recommends a whole-of-government approach to implementing WHO FCTC Article 5.3, ensuring all relevant institutions work together to protect public health policies from tobacco industry interference.

#GTI2025 dissemination series: Today, we spotlight how overlapping public and tobacco industry roles can raise conflict-of-interest concerns.
The Global Tobacco Industry Interference Index 2025 found that in five out of 100 countries surveyed, public officials held tobacco industry roles while still in public service.
These overlapping roles can allow tobacco industry interests to become embedded in public decision-making, weakening the separation between those who regulate and those who benefit from the industry.

As the #UNGA81 General Debate concludes today, one intervention from this week strongly stands out for tobacco control.
Addressing the UN General Assembly on 23 September, President Surangel S. Whipps, Jr. of Palau placed safeguarding public health firmly within the broader agenda of national resilience, with particular emphasis on protecting young people from tobacco and nicotine.
He highlighted #Palau’s efforts to combat tobacco and nicotine use among youth, including the country’s formal request to the UN Secretary-General to initiate a WHO review of nicotine. He also called for stronger prevention, cessation support and policies to reduce the appeal and affordability of harmful products.
His message to world leaders was unequivocal:
“No country should have to choose between the health of its children and the commercial interest of an industry that is built on addiction.”
President Whipps also called for stronger international cooperation to protect young people from nicotine dependence and to “put public health before profit.”

The #GlobalTobaccoIndex is helping turn evidence into dialogue in Nepal.
Shanta Lall Mulmi of Health Rights and Tobacco Control Network Nepal explains how the Index has helped raise public concern and bring media, civil society, women activists, and the Health Minister into discussions on reducing tobacco industry interference.
The Index shows why this engagement matters: while no industry participation in policy development was identified, concerns remain around tobacco-company CSR and the lack of transparency around government–industry interactions. This reinforces the need for continued monitoring and stronger safeguards.

GGTC mourns the passing of Commissioner Mary Ann F. Mendoza, President of @HealthJusticePH and a long-standing collaborator in efforts to protect public policy from tobacco industry interference.
Across her years in public service and civil society, Comm May helped turn the principles of WHO FCTC Article 5.3 into concrete protections for government and public policy.
In 2010, while serving as a Commissioner of the Philippine Civil Service Commission, she helped advance the policy to Protect the Bureaucracy from Tobacco Industry Interference — recognized as the world’s first comprehensive whole-of-government policy implementing Article 5.3. The policy remains in force today and helped pave the way for further safeguards against tobacco industry interference.
Later, as President of HealthJustice, she remained a valued GGTC collaborator, including through her work on the Global Tobacco Industry Interference Index (GTI).
Our heartfelt condolences go to the @HealthJusticePH Philippines family, her loved ones, colleagues and all those who worked alongside her and will carry this work forward. Farewell, Comm May.
Your contribution to protecting public service and public health will endure. 🙏
The #GlobalTobaccoIndex is more than a ranking.
In Bosnia and Herzegovina, Jasmina Čekrić of PROI explains how the Index helps advocates identify industry tactics — from influencing policymaking and greenwashing to attempts to present tobacco companies as responsible partners.
The Index found that tobacco industry promotion increasingly shifted towards parties and entertainment, creating new concerns around youth exposure, after the Unsmoke Sarajevo campaign was successfully blocked.
This reinforces her call for continued monitoring of industry interference.
