New on CrimeLine: Secretary of State for Justice v Razzell (Glyn) [2026] EWHC 2172 (Admin). The first substantive hearing under section 32ZAA of the Crime (Sentences) Act 1997, in which the High Court quashed the Parole Board's direction to release a life prisoner convicted of murdering his wife. Cheema-Grubb J sets out how the new jurisdiction works: the court is not reviewing the Board's decision for rationality but deciding the statutory question for itself, and the test is a positive satisfaction requirement rather than a balancing exercise. The judgment is essential reading on the treatment of denial, unproven allegations and Helen's Law in release decisions, and on the weight a risk management plan can bear when it depends on the honest self-reporting of a prisoner found to be dishonest. This report is about prisons that have put improving reading at the heart of their provision. Driven by determined governors @HMPHatfield @HmpRanby Chelmsford, Frankland, @HmpSend @HMPLowNewton these jails have shown what is possible when there is a concerted focus on reading.
Today we have published 'Reading for rehabilitation', which shows how a vibrant prison reading culture can transform prisoners’ experience and support their rehabilitation. Read the report: hmiprisons.justiceinspectora… And press release: hmiprisons.justiceinspectora…
