This morning, Mustafa Güngör appears back in Kahawa Law court. Arrested in December and released on personal bond after @AmnestyKenya lawyers intervened, the case shook Kenya’s reputation as a sanctuary nation for refugees. We have consistently affirmed that Mustafa is a long‑term and validly registered refugee, an educationalist, and has committed no crime. #JusticeForMustafa #RefugeesRightsKE #DueProcessKE

🚨 URGENT: FEARS OF ENFORCED DISAPPEARANCE IN MOZAMBIQUE A Turkish lawyer Emre Çınar (35), who has lived in exile in Maputo since 2017, was detained on 30 Dec 2025 (~15:00) by officials believed to be Mozambican intelligence. His whereabouts remain unknown, raising serious risk of enforced disappearance & unlawful extradition. According to information provided by his family and local Mozambican reports, his phone and personal belongings were confiscated, and he was told that he would be taken to the public prosecutor’s office. However, the alarming reality: ❌ He has NOT appeared before a prosecutor. ❌ He is NOT registered at any police station. ❌ There is NO official record of his detention. ❌ His whereabouts are currently UNKNOWN. No official explanation has been provided to his lawyers or family. Emre has lived lawfully in Mozambique since 2017 after fleeing political pressure in Türkiye. There are grave concerns of an illegal "black site" detention or imminent unlawful extradition (refoulement) linked to Turkish political requests. As a result of ongoing inquiries, grave concerns have emerged that this incident may be linked to politically motivated extradition requests by the Turkish authorities. It is widely known within the international community that Türkiye has, for many years, pursued the return of individuals abroad for political reasons. The link for local Mozambican reports, "the legal representative of Willow International School in Mozambique, Emre Çınar, was allegedly kidnapped in an operation linked to Turkish political persecution targeting critics abroad." mznews.co.mz/perseguicao-pol… 📣For this reasons, we call upon: • The United Nations (UN) • The UN Working Group on Arbitrary Detention • The UN Working Group on Enforced or Involuntary Disappearances • Amnesty International • Human Rights Watch • The African Commission on Human and Peoples’ Rights as well as all international human rights institutions, lawyers, journalists, and people of conscience, to urgently raise their voices. ⚠️ Any secret detention or extradition that violates the rule of law, human rights, and international conventions is unacceptable. We demand that: • Emre Çınar’s whereabouts be immediately disclosed, • He be granted access to his lawyers, • His legal and procedural safeguards be fully ensured. Silence is the greatest enabler of such violations. @RMDDH_Moz @CDD_Moz @LHR_SA @LRCSouthAfrica @Follow_SALC @LegalAidSA1 @IntlCrimCourt @ArrestedLawyers @fidh_en @UNHumanRights @UN_SPExperts @amnesty @AmnestySARO @hrw @RSDDHCADHP @achpr_cadhp @MaryLawlorhrds @Refugees @amnestypress @AmnestyKenya @TheRWCHR @IBAHRI @silencedturkey @ForeignOfficeKE @HRF @StockholmCF @nordicmonitor @AFP @ReutersAfrica @bonifacemwangi @FrontLineHRD @AP_Africa @SAHRCommission

UPDATE: 🚨 URGENT ACTION: FEAR OF REFOULEMENT IN KENYA The case of Mustafa Güngör, arrested with his family on Saturday 20 December, requires international attention. While the family has been released, @AmnestyKenya @GlobalPeaceKeny and @LawSocietyofKe remains deeply concerned by the continued detention of Mr Güngör, educationalist and registered refugee. We have reliably learnt the Turkiye authorities sought his arrest through a Mutual Legal Assistance request to office of the Attorney General. Kenya has an obligation under international law not to return anyone to a country where they face persecution or harm. We call on the @DCI_Kenya and both authorities to: ✅ Respect the legal principle of non-refoulement ✅ Ensure due process and protection for family ✅ Allow continued access to legal representation and @Refugees and @Kenyajudiciary #StopRefoulement #HumanRights #Kenya #Türkiye

A rights lawyer told a special European Parliament committee (@EP_Democracy) on Monday that #Turkey uses its embassies, INTERPOL tools and global banking blacklists to pursue critics who have settled in European Union countries. Coşkun Yorulmaz (@Av_Yorulmaz) spoke on behalf of Solidarity with Others (@OthersInfo) at the Special Committee on the European Democracy Shield. The hearing focused on Turkey’s engagement with diaspora communities and religious institutions, including what lawmakers now describe as “transnational repression” on EU soil. His testimony came less than one month after the European Parliament adopted its first dedicated resolution on transnational repression of human rights defenders, which urges EU governments to treat cross border harassment of dissidents as a threat to the rule of law inside the bloc and to consider targeted sanctions against states that engage in it. A pattern already documented by watchdogs Yorulmaz’s description of Turkey’s actions fits what major research groups have documented for several years. Freedom House (@freedomhouse), a Washington based democracy watchdog, says Turkey became one of the world’s most active origin countries for transnational repression after a failed coup in 2016, with operations targeting perceived opponents in at least 31 countries across Europe, the Middle East, Africa and Asia. Those actions include abductions, forced returns and secret transfers of alleged followers of the faith-based Gülen movement, a religious and social network that Ankara accuses of leading the coup attempt but which is not designated as a terrorist group by the EU or the United States. Freedom House and other groups say Turkey combines these physical operations with legal and administrative tools that reach into host countries. These tools include the use of Interpol alerts, passport cancellations, terrorism financing lists and pressure through diaspora organizations and religious networks linked to the state. INTERPOL and passport blacklists In the parliament hearing, Yorulmaz said Turkey “weaponizes international police cooperation” and uses INTERPOL systems to harass opponents abroad. Independent investigations and expert studies support this claim. A 2019 study for the European Parliament and later NGO reports found that Turkish authorities reported cancelled passports of critics as “lost” or “stolen” in INTERPOL’s database of stolen and lost travel documents, turning a tool meant to fight organized crime into a way to flag dissidents for detention or deportation when they travel. Rights lawyers say people often discover they have been entered into these systems only when they are stopped at borders, and that efforts to have the data removed face long delays or refusals by Turkish authorities to cooperate with INTERPOL review procedures. Asset freezes and watchlists Yorulmaz urged lawmakers to focus on what he called “financial transnational repression.” Under a 2021 amendment to Turkey’s terrorism financing law, authorities can freeze assets of individuals and organizations accused of supporting terrorism. Amnesty International @amnesty warned that the law does not include sufficient safeguards and can be used against civil society. Data compiled by independent monitors show that the assets of at least 703 people were frozen by the end of 2024 in connection with terrorism financing investigations, many of them alleged Gülen supporters whose companies or bank accounts were already seized after 2016. Pro-government media in Turkey present the measures as efforts to block money flows for terrorism in line with United Nations and Financial Action Task Force standards. But rights groups and experts say those same measures spill over into host countries through private sector databases. Yorulmaz told lawmakers that Turkish asset freeze lists feed into commercial “risk screening” products used by banks across Europe. People and charities flagged in these systems often see their accounts closed without explanation, lose access to jobs that require a clean compliance check and struggle to rent housing or open new accounts. One case cited by Solidarity with Others and covered by Turkish Minute involves Time to Help Belgium (@timetohelpbe), a small humanitarian charity based in Brussels that runs food aid and overseas relief projects. Turkish authorities added the group to a national asset freezing list, even though it has no assets or operations in Turkey. The move triggered de-risking by European financial institutions and made it harder for the charity to move funds for projects that had already passed Belgian oversight. Yorulmaz also told the committee that Turkish embassies and religious affairs offices in Europe act as hubs for monitoring diaspora critics, citing media reports about secret units and systematic reporting on exiles, journalists and human rights defenders. Similar allegations have surfaced in several European countries over the past decade. Leaked documents and national investigations in Germany, Austria and the Netherlands described Turkish consular staff and imams linked to the state religious authority collecting information on supporters of the Gülen movement and Kurdish organizations, and sending reports back to Ankara. The Special Committee on the European Democracy Shield was set up in 2024 to look at foreign interference in EU democracies, including disinformation and pressure on diaspora communities. The December 8 session devoted a full item to Turkey’s engagement with its diaspora, including transnational repression and the role of religious institutions. Yorulmaz asked lawmakers to push for several steps at EU level. He said banks in the bloc should not rely mechanically on foreign sanctions or terrorism lists, and that EU law should require a human rights impact assessment before denying basic financial services to people listed by third countries. He also argued that the EU “blocking statute,” which already shields European firms from some foreign sanctions, could be updated to cover politically motivated terrorism lists issued by non-EU governments. MEPs who drafted the November resolution on transnational repression say they want these concerns written into EU foreign policy, migration rules and trade agreements, and they have urged the European Commission to explore using the EU’s global human rights sanctions regime to target individuals and entities responsible for cross border harassment. For many exiled journalists, academics and activists from Turkey, Europe is both workplace and refuge. At the hearing Yorulmaz said that if the EU allows foreign governments to use its banks, its police tools and its own cities as extensions of their repression, democratic institutions on paper will not protect those who depend on them in practice.

Confiscated Industry Giant HES Kablo to Be Sold by Turkish State for 22 Billion Lira Amid Ongoing Property Rights Violations in Turkey 🇹🇷 📌HES Kablo, one of Turkey’s leading cable manufacturers, was confiscated by state authorities in 2016 during a wave of asset seizures conducted under the guise of "FETÖ/PDY" investigations. Placed under the control of the Savings Deposit Insurance Fund (TMSF), the company has remained under state administration ever since, with its fate decided by decree rather than due process. 📌The imminent sale of HES Kablo—one of Anatolia's leading industrial enterprises—by the Turkish Savings Deposit Insurance Fund (TMSF) for 22 billion lira is yet another stark reminder of the alarming state of property rights in Turkey. Since 2016, under the pretext of counter-terrorism investigations, the Turkish authorities have repeatedly seized private assets and transferred them to state control, disregarding basic legal principles and undermining investor confidence. 📌Such mass confiscations, absent transparent and impartial judicial review, constitute a grave violation of property rights and raise serious questions regarding the rule of law. The continuous liquidation of companies, previously seized without fair due process, demonstrates an alarming erosion of constitutional guarantees and international human rights standards. This disturbing trend must not go unchallenged by the international community. 📌Property rights are fundamental to a just and prosperous society. The systematic dispossession of individuals and businesses in Turkey is not only a violation of legal norms but a profound injustice that casts a long shadow over the country’s economic future. Here is the sale announcement on the website of TMSF: tmsf.org.tr/tr/SatisIlan/Lis… #PropertyRights #RuleOfLaw #Turkey #TurkeyTribunal

🇹🇷 Turkish Furniture Giant İstikbal Seized and Put Up for Auction by TMSF 📌İstikbal Mobilya, one of Turkey’s largest furniture manufacturers, has been confiscated by authorities and is now slated for a controversial sale (tmsf.org.tr/tr/SatisIlan/Lis…). Founded in 1957 and ranked among Turkey’s top industrial firms, İstikbal grew into a nationwide and global brand – with nearly 700 stores domestically and around 170 abroad, reaching 60 countries. It was part of the Boydak Holding conglomerate until 2016, when the Turkish government seized the company on terrorism allegations (alleged links to the Gülen movement) under emergency. For roughly nine years since, İstikbal has been under the state’s control via the Savings Deposit Insurance Fund (TMSF). 📌Now, TMSF has announced plans to sell off İstikbal Mobilya. In a tender notice published in late June 2025, TMSF put 100% of İstikbal’s shares (currently held by the Treasury) up for auction. The sale will be conducted with a combined closed-bid and open auction method, as specified by TMSF’s terms. The starting appraisal price is ₺12.5 billion TL, and interested bidders must submit a hefty participation deposit of ₺625. According to the official announcement, sealed bids will be accepted until 29 September 2025, and on 30 September 2025 at 10:00 the envelopes will be opened in the presence of investors, followed by a live open-outcry auction to determine the. (The full sale announcement is available on TMSF’s website .) This move comes on the heels of TMSF’s recent sell-off of İstikbal’s sister brand Bellona in May 2025 for ₺8.1, indicating a broader push to liquidate assets that had been taken under state trusteeship. 📌The forced auction of İstikbal is a grave violation of property rights in Turkey. İstikbal’s owners effectively lost their company not through a fair trial, but by administrative fiat. In 2016, amid a wave of post-coup purges, the Turkish authorities used counter-terrorism pretexts to take over hundreds of private companies just like İstikbal – often citing tenuous “terror” links as justification. Since the July 2016 coup attempt, more than a thousand businesses (worth an estimated $20 billion) have been seized by appointing government-approved trustees (kayyım) to manage or outright confiscate. Entire industries were affected: schools, hospitals, media outlets, and major firms were taken over due to alleged affiliations with the Gülen movement or other opposition. Crucially, there were no proper judicial safeguards – under state-of-emergency decree laws, TMSF was empowered to take control of and even liquidate seized companies without waiting for any court. This means businesses could be dismantled or sold off long before their owners had any chance at a fair legal process. Such arbitrary expropriations illustrate a serious erosion of the rule of law: the right to property, a cornerstone of liberal democracy, has been persistently under attack via Turkey’s abuse of anti-terror. 📌Observers note that the injustice of these confiscations is profound. Law-abiding entrepreneurs have been dispossessed of enterprises built over decades, with virtually no recourse. İstikbal’s case – a 68-year-old company forcibly taken and now auctioned to new buyers – highlights how state-orchestrated dispossession has become systematic. The original owners (the Boydak family in this case) have been sidelined or imprisoned, and their assets are being sold to the highest bidder by the state. This not only violates basic property rights; it also sends a chilling message to all businesses in Turkey. If a leading company like İstikbal can be taken on a whim, no asset is truly safe. Indeed, since 2016, Turkey’s climate for property rights has deteriorated so badly that it has drawn international. Independent tribunals and rights organizations have documented how these seizures amount to unlawful expropriations – effectively punishment of dissidents through economic means. 📌Beyond the immediate injustice to former owners, analysts warn of dire economic consequences from this pattern of confiscation. Investor confidence is faltering – both foreign and, tellingly, domestic investors are losing trust. Turkish businesspeople have watched the government seize companies on political grounds and are increasingly fearful their own assets could be next. This uncertainty has already triggered capital flight: for example, after politically motivated crackdowns (including asset seizures and trustee appointments) earlier this year, Turkish investors moved billions of dollars out of the country, in an exodus even larger than foreign. Local entrepreneurs are also relocating factories and shifting new investments abroad, unwilling to risk their capital in an environment where the state can swoop in without due. Economists note that such systematic dispossession undermines the rule of law needed for a healthy economy, and will chill innovation, entrepreneurship, and foreign investment for years. In short, Turkey is sacrificing long-term economic stability by normalising the arbitrary seizure and sale of private. 📌The planned sale of İstikbal Mobilya encapsulates this troubling trend. What should have been a proud Turkish success story in manufacturing has instead become a cautionary tale of state overreach. Selling off a confiscated icon of industry might bring a one-time windfall to state coffers, but at the devastating cost of trust in property rights and the rule of law. This case stands as a stark reminder that without secure property rights and independent courts, a nation’s economic future and justice itself are imperilled. It is an injustice not only to İstikbal’s founders and employees, but to the principle of law and prosperity in Turkey. #PropertyRights #RuleOfLaw #Turkey #TurkeyTribunal @steve_hanke
