Damiba, Regional Director/Managing Director for North, West and Central Africa at FP2030. Also present was Yusuf Nuhu, Advocacy, Accountability and Partnership Manager, NWCA Hub, FP2030. During the meeting, Dr. Damiba commended AHBN's contributions to advancing family planning in Nigeria, particularly its advocacy for increased government funding for family planning commodities and its work on budget tracking to promote transparency and accountability in the utilization of released funds. Discussions focused on strengthening coordination across the various financing streams supporting family planning in Nigeria, including government and development partner contributions, to improve alignment, tracking, and overall effectiveness. Both teams also deliberated on persistent challenges, particularly family planning commodity stockouts and fragmented financing, and agreed on the need to support the development of a coordinated overview of all partners and funding supporting family planning commodity procurement to enhance transparency, accountability, and resource coordination. The meeting further agreed that findings from the Motion Tracker Approach (MTA) would be leveraged to support FP2030's annual country self-report. AHBN and FP2030 also reaffirmed their commitment to strengthening collaboration on subnational advocacy, with a focus on promoting routine budget allocations and timely releases for family planning and maternal, newborn, and child health programmes across Nigeria.

Emeka Nwala, Chairman of the National Assembly Legislative Aides, to follow up on the status of the Electric Vehicle Transition and Green Mobility Bill, 2025, sponsored by His Excellency, Distinguished Senator Orji Uzor Kalu, CON. The engagement focused on the progress of the Bill, which has successfully passed its First and Second Readings in the National Assembly, while exploring opportunities to align ongoing policy development efforts with the proposed legislation in support of Nigeriaโ€™s transition to cleaner and more sustainable transportation systems. The Climate and Clean Air Coalition (CCAC) Project Nigeria is supporting the development of a National Policy and National Implementation Plan for Soot-Free Buses, including Compressed Natural Gas (CNG) and Electric Vehicle (EV) buses, as part of efforts to reduce air pollution and promote cleaner mobility solutions. As part of this process, the project is engaging key government institutions and stakeholders, including the Presidential CNG Initiative (Pi-CNG), to promote policy coherence and alignment with existing and emerging national initiatives. The engagement with the National Assembly Legislative Aides therefore provided an important opportunity to explore areas of convergence between the proposed policy framework and the Electric Vehicle Transition and Green Mobility Bill. The discussions were constructive, with High Chief Barr. Emeka Nwala expressing his support for the initiative and committing to a follow-up technical meeting to jointly review the draft policy and identify areas for strategic alignment with the proposed legislation. The delegation also included Hon. Muhammad Usman, Amina Haladu, and Sadiq Malami.

The team was warmly received by the Chairman, which welcomed the engagement and expressed strong commitment to supporting the ongoing work and strengthening collaboration as Nigeria advances its clean transport transition. The visit provided an opportunity to share progress on the development of Nigeriaโ€™s National Policy on soot free buses and the National Strategy for CNG and electric bus deployment, while gaining insights into ongoing efforts under the Initiative and ensuring alignment with national priorities. Discussions highlighted the Initiativeโ€™s target to transition at least 57% of commercial vehicles in Nigeria from fossil fuels to cleaner energy sources within 3 years, with strong potential to reduce emissions and lower transportation costs. In a context where households spend an estimated 20% to 25% of their income on transportation, this transition presents a significant opportunity to improve affordability as well as air quality. Progress is also being made in expanding enabling infrastructure, particularly the rollout of additional CNG filling stations across the country, alongside efforts to create an enabling environment and attract investment, with the Initiative positioned as a major investment platform. The CCAC team was also invited to the upcoming launch of three CNG stations in Kano State scheduled for May 2026, further demonstrating the pace of implementation and expanding infrastructure for cleaner transport solutions. The engagement concluded with a shared commitment to continued collaboration, reinforcing the importance of coordinated efforts to advance cleaner, more affordable, and sustainable transport systems in Nigeria.

At the heart of this commitment is the โ€œ๐™‡๐™–๐™œ๐™ค๐™จ ๐˜ฟ๐™š๐™˜๐™ก๐™–๐™ง๐™–๐™ฉ๐™ž๐™ค๐™ฃ,โ€ born from a high-level legislative retreat held from July 18โ€“19, 2025, under the Zero Dose Learning Hub (ZDLH) project. The retreat brought together health and appropriation committee members, as well as Primary Healthcare Executive Chairmen/Secretaries, to examine critical barriers to immunization and chart sustainable solutions for reaching Nigeriaโ€™s most vulnerable populations. The deliberations during the retreat revealed alarming gaps, including gender barriers, low vaccine uptake due to socio-cultural and logistical challenges, and the lack of governing boards in some State Primary Health Care Development Agencies/Boards. These issues have contributed to Nigeriaโ€™s troubling position among the top five countries globally with the highest number of zero-dose children. Among the concrete steps agreed upon is the institution of quarterly legislative oversight visits to monitor the timely release and effective utilization of immunization funds. This will be complemented by strategic engagement with local government chairpersons and lawmakers in ZDLH-supported LGAs to review findings from recent field surveys. The retreat also fostered an environment for cross-state learning and experience-sharing, where participants co-created evidence-based recommendations tailored to the unique realities of their states, an essential move towards fostering accountability and local ownership. As momentum builds from the Lagos Declaration, the focus now turns to implementation. Stakeholders are optimistic that the commitments made will translate into real improvements on the ground, especially with the renewed involvement of the National Assembly and state parliaments. The retreat may well mark a turning point, one that moves Nigeria closer to ensuring that every child, regardless of location or circumstance, has access to life-saving vaccines and a healthier future.

Declaring the retreat open was Hon. Amos Gwamna Magaji, Chairman, House Committee on Healthcare Services, and Member representing Zangon Kataf/Jaba Federal Constituency. The retreat aims to create a platform where Executive Chairmen and Secretaries of State Primary Healthcare Development Agencies can engage directly with federal and state lawmakers from the four ZDLH states: Bauchi, Borno, Kano, and Sokoto, to explore ways of improving immunization outcomes. Discussions focused on how legislators can support improved funding, timely releases, and better use of immunization resources to reduce the number of zero-dose children. Beyond just budget approval and releases, the retreat also emphasized the need for legislators to actively carry out their oversight functions, following the money to the point of implementation at healthcare facilities. This is key to ensuring that resources truly reach the communities theyโ€™re meant to serve.
