On 5 October 2026, the CCAC Nigeria Project Team paid an advocacy visit to the Permanent Secretary, Federal Ministry of Transportation, Engr. Olufunsho Adebiyi, FNSE, in Abuja, in a significant step towards advancing Nigeriaโs transition to cleaner and more sustainable public transportation.
The project, led by the University of Leeds in collaboration with the Africa Health Budget Network (AHBN) and Nana Girls Empowerment Initiative, is supporting the development of a National Policy on Soot-Free Buses and a National Strategy for the Deployment of Compressed Natural Gas (CNG) and Electric Buses in Nigeria. The initiative responds to a request from the Federal Government through the Ministry and seeks to contribute to cleaner air, reduced emissions and improved public health outcomes.
The visit was more than an introductory engagement. It became an opportunity to secure institutional ownership for the next phase of the work.
Following the teamโs presentation, the Permanent Secretary expressed his full support for the project and committed to participating in the Policy Development Workshop scheduled for November 2026. The workshop will bring together relevant government institutions, technical stakeholders, development partners and other actors to review emerging findings and contribute to the proposed policy and strategy.
He also highlighted the Nigerian Institute of Transport Technology (NITT), Zaria, as a valuable institution to support the technical process, describing NITT as a โfantastic agencyโ for the project. This aligns with the projectโs request for NITTโs involvement, given its expertise in transport policy, planning and related technical areas.
Another important milestone was the proposed establishment of a Task Team to review the policy and support the development of a strategic implementation plan. The Permanent Secretary welcomed the proposal and agreed that it would strengthen the process of translating the policy into a practical implementation pathway.
The engagement continued with the ๐๐๐ฉ๐๐ซ๐ญ๐ฆ๐๐ง๐ญ ๐จ๐ ๐๐จ๐๐ ๐๐ซ๐๐ง๐ฌ๐ฉ๐จ๐ซ๐ญ, where the team, guided by the project focal point, Mr. Temitope, shared details of the upcoming Policy Development Workshop and the proposed Task Team. The Department also pledged its support to the CCAC project and the forthcoming workshop.

On 30 September 2026, the Africa Health Budget Network (AHBN) convened the Nigeria Collaborative Advocacy Action Plan (CAAP) 2026/2027 Coalition Inception and MNH Acceleration Plan (EWENE) Implementation Progress Meeting, with support from the @PMNCH and @SamashaUg.
The meeting marked more than the formal commencement of the 2026/2027 CAAP cycle. It created a space for partners to move from working around shared priorities to defining how collective advocacy can be organised, resourced and translated into action.
At the centre of the discussion was a practical question: How can partners better align their evidence, expertise, advocacy platforms and resources to influence decisions and strengthen accountability for women, children and adolescents in Nigeria?
The meeting provided an opportunity for partners to establish a shared understanding of the updated CAAP objectives, deliverables and workplan, while jointly reviewing and validating the CAAP Advocacy Roadmap. Discussions focused on identifying activities that can be implemented collectively, clarifying partner contributions and technical expertise, and identifying opportunities to leverage existing initiatives rather than duplicate efforts.
Five advocacy and policy briefs were also brought forward for validation, covering critical areas including family planning, RMNCAH+N financing, adolescent health and well-being financing, implementation of WHA 77 and 78 resolutions on MNCH and health financing, and the overall health sector budget.
Together, the task ahead is clear: strengthen the collective voice, sharpen the evidence, align the action, and hold commitments to account.

The engagement brought together 11 Community-Based Organisations (CBOs) working across the projectโs focus LGAs, with a clear starting point: if we are serious about reaching children who are being missed by immunisation services, we must first strengthen how we identify them, verify their status, track their movement through the system, and use the information generated to guide action.
Rather than treating data as an end in itself, the session examined the entire pathway from data generation to decision-making. Participants explored how routine immunisation data and Immunisation Expenditure (IE) data are generated, validated and reported through existing systems, including DHIS2 and NDHIS, and how these data can better inform planning, resource allocation and accountability.
A significant part of the discussion focused on the practical challenge of connecting identified Zero Dose and Under Immunised children to verified vaccination outcomes. Participants worked through approaches for validating IE data, strengthening referral and follow-up mechanisms, and verifying vaccination outcomes using existing government records.

From 31st August to 3rd September 2026, the Climate and Clean Air Coalition (CCAC) Project Nigeria participated in the 19th National Council on Transportation (NCT) and the Unveiling of the Approved National Land Transport Policy (NLTP) in Abuja.
As part of the CCAC Project Nigeria, Africa Health Budget Network (AHBN) Budget & Communications Specialist, Sadiq S. Malami, attended the event to support strategic knowledge gathering, policy engagement and stakeholder interactions relevant to the project's ongoing work on cleaner and sustainable transportation in Nigeria.
The CCAC Project Nigeria is supporting the development of a National Policy and National Implementation Plan for Soot-Free Buses, including the promotion of cleaner bus technologies such as Compressed Natural Gas (CNG) and Electric Vehicle (EV) buses. Participation in the Council therefore provided an important opportunity to gather policy intelligence and insights that can help inform the project's activities and contribute to ongoing conversations around sustainable mobility and cleaner transportation in Nigeria.
The four-day Council brought together key stakeholders across Nigeria's transportation sector to deliberate on the development of a more effective, integrated and sustainable transport system. A major highlight of the event was the unveiling of the Approved National Land Transport Policy (NLTP), which provides an important policy framework for improving and integrating Nigeria's land transportation system.
The event also featured important discussions on the transition towards cleaner transportation, including the role of CNG in supporting lower-emission mobility. These conversations are particularly relevant to the CCAC Project Nigeria as the country continues to explore practical and sustainable pathways towards reducing emissions and improving air quality within the transportation sector.

Demonstrating its commitment to inclusive and people-centred advocacy, AHBN supported the participation of persons with disabilities (PWDs), young people, and representatives of women's groups, ensuring that the voices of key constituencies were meaningfully represented in national discussions on population, reproductive, maternal, newborn, child, adolescent, elderly health and nutrition (RMNCAEH+N).
This support directly advances ๐๐จ๐๐ฅ ๐ ๐จ๐ ๐ญ๐ก๐ ๐๐จ๐ฅ๐ฅ๐๐๐จ๐ซ๐๐ญ๐ข๐ฏ๐ ๐๐๐ฏ๐จ๐๐๐๐ฒ ๐๐๐ญ๐ข๐จ๐ง ๐๐ฅ๐๐ง (๐๐๐๐), which seeks to strengthen the meaningful engagement and participation of civil society organisations, young people, and other relevant constituencies in the RMNCAEH+N Technical Working Groups (TWGs) under the Health Sector Renewal Plan and Sector-Wide Approach (SWAp). By facilitating the participation of these groups, AHBN reinforced the importance of inclusive dialogue and citizen engagement in shaping equitable and responsive health policies.
