Passing on tickets amongst friends and family is a part of fan culture and something the FSA generally supports. Putting the ability to do that behind a £50 paywall & dumping the admin onto fans isn't exactly progress.

Not sure we can read too much into the Govt briefing that Abramovich is stalling on Chelsea sale. His people will deny it, Govt are trying to move things along to avoid missing May 31 deadline. Extending beyond May 31 would be embarrassing, but Govt has the power to do that

Interesting stats, these. Written from a Palace perspective but could apply to all PL teams outside the top three. City and Liverpool, in particular, are getting away with heavy rotation fouling (especially the forwards)
