We're publishing another section of the CGS's speech today—the one in which he said the UK faces sacrifices over defence. In it, he outlines the changing nature of combat, telling 700 soldiers they need to be the best at killing enemies at a distance immediately to their front. It's a matter of military doctrine, which has for decades—he says—been focused on engaging the forward edge of an enemy at a distance of about 400 metres. Ukraine has significantly changed this, to distances of zero to forty metres. Stay tuned to @ForcesNews.

One day the head of the UK army speaks in the gravest terms about the threat of war; the next foreign secretary Ed Miliband and chancellor John Healey are performing like juveniles on video. Will the last person in Britain turn the lights out ?
The head of the army has told hundreds of his soldiers that the country will need them to fight in a war given the “extreme jeopardy in the world at the moment”. General Sir Roly Walker, chief of the general staff, said the “business of soldiering” had returned to the national psyche and that the country’s days of not having to think about conflict were over. The former special forces commander, who survived a Taliban bomb, warned that “very soon” political leaders would have a “frank conversation” with ordinary citizens about how they needed to get ready. thetimes.com/uk/defence/arti…

Zelensky responded with a smile when a Sky News journalist asked whether Trump was trying to make him a “scapegoat” for his own problems, including low ratings, high diesel prices and the course of the war in the Middle East. The Ukrainian president initially remained silent, then smiled and replied: “That is my answer.” #Ukraine

'I spent my benefits on cocaine. Only my family saved me' The Times Welfare Inquiry spoke to Emily, who was raising two children and studying for a nursing degree when her brother Jack died and she spiralled into addiction As she grappled with the grief, she started drinking every day, topping up her alcohol addiction with cocaine. At its worst, she was spending hundreds of pounds a week - and her sickness and disability benefits were used to foot the bill “It was fuelling the addiction really well. I wasn’t being pushed into work, so I didn’t have to do anything. I was just getting this money that I was using to fund my habits" She said she was saved, in the end, when her family paid for her private rehabilitation - without this she fears for where she would have ended up "If my family hadn’t stepped in, I would be probably be dead by now. I was lucky. For others who don’t have the same support and are on their own, they are just left by themselves on benefits struggling with addiction" Emily’s story is not a one-off. The Times Welfare Inquiry has spoken to doctors, rehabilitation workers and recovering addicts who warned of how the benefits system - and its detachment from health and social care - is feeding addiction and missing opportunities to steer people back to recovery Day 3 of @thetimes Welfare Inquiry with @katieotoolee thetimes.com/uk/welfare-inqu…

How long is the stench of the “sham” going to corrode the meaning, worth, and very essence of the Premier League? Listening to commentary about Manchester City’s players matching the defiance of their ownership and triumphing in adversity. Listening to fans chorusing the names of the men running the club, wearing masks or displaying banners of their faces and jibing: “We’re Man City, we’ll cheat when we want.” Victory being framed as “a lovely moment,” a show of togetherness as though some grave injustice has been imposed on City, rather than their hierarchy being found by an independent commission to have orchestrated financial doping on an industrial scale. Their opponents and the rest of us wondering if any of this actually matters now and how much of it ever did? There can be no business as usual pretence. We need a full stop to the absurdity.

"Any easing of sanctions against Russia without a clear + lasting de-escalation agreement...is an obvious weakness. It plays into Russia’s hands-allowing it to kill more, wage war for longer, have even less respect for America + inflict even greater losses + damage on the world"
Peace never comes through weakness. Today, representatives of the U.S. Congress were in Kyiv – a bipartisan delegation – and I am grateful to them for visiting Ukraine at such a difficult time. They asked: what is needed to end the war? The answer must be strong. There must be sanctions under the Lindsey Graham bill, there must be support for Ukraine in protecting lives, and there must be pressure on Russia for its war. And today, there was a conversation between the leaders of America and Russia. A conversation that leads to something different. Recently, there was a European decision to lift sanctions on Russian oligarchs. Since then, Russian strikes and the torment of people have only increased. This past week alone, there was a brutal Russian missile strike on a residential building in Pryluky, aerial bombs were dropped on Kramatorsk – on ordinary city buses – and there have been constant attacks on Kyiv’s energy infrastructure and on the life-sustaining infrastructure in Dnipro, Kharkiv, Odesa, and our other cities. Dozens of people have been killed and hundreds wounded. The Russians are compensating for their inability to achieve their objectives on the battlefield with this kind of terror. This year, Russia is weaker on the battlefield than at any other point in the war. That is why Putin is relying on terror. That is why he is relying on attempts to strike backroom deals to secure some form of pressure relief for Russia, in order to buy more time and more opportunities for war. Any easing of sanctions against Russia without a clear and lasting de-escalation agreement with Russia is an obvious weakness. It plays into Russia’s hands – allowing it to kill more, wage war for longer, have even less respect for America, and inflict even greater losses and damage on the world. Ukraine is ready to take symmetrical de-escalatory steps, and the American team knows our position. Our strikes on Russian oil refineries and other oil facilities are a response to Russia’s years-long campaign of terror against Ukraine’s energy sector. Ukraine will not set Russian oil refineries on fire if Russia does not destroy our energy infrastructure. This is the kind of agreement we are proposing to America, and we believe the United States has enough power to achieve such a compromise. Gifts to Putin will not bring peace or any benefit to the civilized world. Russia will “repay” the diesel with further terror and perfidy. Allowing Russia to sell petroleum products is an investment in a war that must be ended, not prolonged. What is needed is real de-escalation with Russia on a reciprocal basis. We count on America’s fair support for our defense of life, for our defense of people in Ukraine – and on the United States having a correspondingly strong conversation with Russia. A strong one, not a weak one.

Exclusive: Criminals released early under Labour's soft-justice programme have already been arrested for robbery, domestic violence and drug offences, the @Daily_Express has been told. Sir Mark Rowley, the Commissioner of the Metropolitan Police, revealed how a criminal went on a shoplifting spree after being let out. But in Manchester, some of those released have gone on to commit even more serious offences. Officers said they have already arrested eight convicts - including for robbery, drug offences, and domestic violence. Another arrested for breaching a Domestic Abuse Protection Order. A reminder... the Ministry of Justice said they'd never put the public at risk.

Exclusive: @CPhilpOfficial will vow to “immediately” close Labour’s new safe and legal routes while “illegal migration is rife”. The Shadow Home Secretary, in his speech to Tory members on Wednesday, will warn that Home Secretary Shabana Mahmood is “opening our borders even more” by re-establishing the UK Resettlement Scheme and creating three new community sponsorship routes. Under a Conservative government, illegal migration will have to fall to nearly zero before similar schemes are considered. Thousands of migrants are expected to arrive under Labour's new schemes every year once they are fully up and running. Mr Philp will say tomorrow: “While illegal migration is rife, the government should not be opening our borders even more – and we would close this scheme down immediately.”

NEW Kemi Badenoch says Andy Burnham should publish all details of meetings and minutes of any meetings with the Manchester City chairman. She says: "He should. I'm surprised he hasn't done that already. ... Everything. What the Freedom of Information requests should get those things out. Otherwise what's being hidden? "I think that the comments he made showed that he still thinks he is the mayor of Manchester. He is not acting like the Prime Minister of the United Kingdom." Watch now on @GBNEWS.

EXCLUSIVE: More than a dozen Labour MPs have reported the Green party to Sussex Police and the EHRC over its ‘Zionism is racism’ policy, The Spectator can reveal. Zack Polanski’s party was plunged deeper into crisis this afternoon after politicians, led by former Home Office minister Mike Tapp, urged police in Brighton to examine whether events at the Green conference may have crossed into criminally actionable racial or religious hatred against Jewish people.

EXCLUSIVE - RAF Fairford plot was foiled when one of the suspects phoned police himself. “A farmer driving home in the early hours of Sunday morning saw the vans, surrounded by men in balaclavas, and alerted police at 1.36am. However, The Times understands the authorities were already on the scene by then because the suspect had called nearly one hour earlier.” Did he get cold feet or was it part of the plan? It accounts for the discrepancy between a farmer’s report and the police account Police investigation is focused on alleged Iran proxies and suspect’s motives in calling 999 are also under investigation. thetimes.com/article/72536db…

NEW: UK authorities were closely monitoring increased threats to RAF Fairford and had tightened security at the airbase before the attempted attack was foiled, according to people familiar with the matter. Investigators are considering the base being targeted in response to the Iran war as the most likely motive in the early stages of their investigation, although they caution that other motives have not been ruled out. It is being considered a serious attempted attack. Trump said Sunday that “we had them under view for a long time”, however a local farmer told British media that she had seen a group of men wearing balaclavas near the base just after midnight on Sunday and called the police, raising questions about whether the plot was on the radar of the security services. The reality may be somewhere in between, and both things could be true at once. While UK authorities were closely watching for increased threats to the base, they are grateful to the member of the public who called the police, the people familiar with the matter said. That suggested that, while there was knowledge of the increased threats, it may have been the local resident who alerted them to the apparently imminent attack.
