USDC just became the first token the European Banking Authority has labeled significant under MiCA, and the practical change starts on November 12.
There are 45 electronic money tokens notified in the EU right now. @USDC is the only one that has crossed the threshold so far. From that date the EBA takes direct oversight of the reserves, own funds, liquidity requirements, and the recovery and redemption plans for the European issued version of the coin. France’s ACPR keeps the rest, including governance, qualifying holdings, and fitness checks. It is the dual supervision model MiCA built for the larger tokens.
The EBA also signed a memorandum of understanding with New York’s financial regulator so the two sides can share information on Circle’s operations across the Atlantic. The designation does not change what USDC is or how it works for users. It simply moves the core prudential pieces of the European issuer under a European level supervisor while the national one stays in the picture for everything else.
In plain terms, the coin has gotten large enough inside the EU framework that the bloc’s banking authority wants a closer look at the money behind it. Whether that turns into tighter reserve rules or just more reporting is the part still to be seen.
