Europe must be part of efforts to end Russia’s war against Ukraine, but not as a neutral mediator between the aggressor and its victim. We stand with Ukraine. We must increase pressure on Russia, use its frozen assets to support Ukraine and remain united against the Kremlin’s attempts to divide our societies. I discussed Europe’s role in achieving a just peace in Ukraine and European security with @France24_en: youtube.com/watch?v=aAp6mPFH…

Ukrainian heroes are home! 🇺🇦
The third phase of the major prisoner exchange: 270 Ukrainian defenders are home! Among them are seriously ill and wounded soldiers, 86 convicted servicemen. Some spent 6–8 years in Russian captivity. ❗️All of this work is the result of several months of negotiations by the working group of the Coordination Headquarters on the Treatment of Prisoners of War, which includes the Office of the Ombudsman of Ukraine. The process is ongoing at the direction of the President of Ukraine. We will keep fighting for the return of every Ukrainian — including civilians and those held since 2014. Welcome home! Glory to Ukraine!

🇪🇪Estonia will provide a further €10 million in military support for Ukraine🇺🇦 through NATO’s #PURL initiative. The stronger Ukraine is, the less leverage Russia has to dictate the terms of peace.
Today, Estonia decided to contribute another €10 million through NATO’s PURL initiative, bringing our total contribution through this mechanism to €31 million. This will help Ukraine obtain urgently needed air defence and ammunition. This year, Estonia’s military assistance to Ukraine amounts to 0.28% of our GDP. Russian strikes on Ukraine’s energy infrastructure have left hundreds of thousands without power. With winter approaching, this support is vital to protecting lives and keeping essential services running. The stronger Ukraine can defend itself, the less Russia can dictate the terms of peace. We must keep supporting Ukraine and increasing pressure on Russia.

Three waves of ballistic missiles have been launched at Kyiv by Russian “humanitarians” since yesterday evening. They used 21 missiles. Unfortunately, numerous sites across the city have been hit and damaged: ordinary residential buildings, energy facilities, infrastructure at one of the railway stations and the metro, shopping malls, and businesses. Even a monastery is among the damaged sites. Our emergency services are working at all the affected locations. Twelve of our regions came under Russian attack overnight. In Kyiv and across the regions, 34 people were injured, including five children. As of now, two people have been confirmed killed. My condolences to their families and loved ones. Almost immediately after another round of talks, Russia launched a pointed attack. This means there has been no real change in its attitude toward everything that is happening. It is important to keep trying to find the right solutions to end this war. But when Russia responds to negotiations with ballistic missiles, real pressure on Russia is needed to bring about different steps – steps toward ending the killing. Stronger air defenses and the rapid delivery of missiles, the ability to destroy ballistic missile launchers, sanctions over the war – all of this must be in place. I am grateful to everyone who sees the situation for what it is and acknowledges the reality. The aggressor deserves to be treated accordingly. Ukraine deserves support. People's lives deserve protection. Thank you to everyone who stands with Ukraine!

🇪🇪Foreign Minister @Tsahkna held a telephone call with Ukrainian Foreign Minister @andrii_sybiha🇺🇦. They discussed the current state of peace negotiations, preparations for the #URC2027, the need to maintain pressure on Russia, and support for #Ukraine.
Thank you, dear friend @andrii_sybiha, for a productive call. We discussed Russia's relentless attacks on Ukrainian cities, progress towards a just and lasting peace, and preparations for the Ukraine Recovery Conference in Tallinn. Russia shows no signs of abandoning its imperial ambitions. Instead, it is escalating its campaign of terror. Since July, Russia has attacked more than 2,000 energy facilities, deliberately targeting civilian infrastructure and leaving hundreds of thousands of households without electricity. We must keep increasing pressure and deepening Russia's isolation until it changes course and is held fully accountable for every atrocity committed. As Ukraine prepares for another difficult winter, Estonia is stepping up its practical support. We are exploring additional ways to strengthen Ukraine's transport resilience, including through the delivery of locomotives. Estonia stands with Ukraine.

A hazy day in #Kyiv. Fight for freedom and dignity continues #ukraine #StandWithUkraine
Putin has started his winter operation against our energy system – massively, right now, in October. People are left without electricity because Russian ballistic missiles and drones keep hitting our energy, and water supplies, and energy facilities. I ask you to really focus on helping us get PAC-2 and PAC-3 interceptors. Ukraine can’t get by on just two or four missiles from a country every few months. Of course, we are thankful to all of you, but I think you have to understand. So please let what European countries already have be put to use to protect our lives. We need a winter package – we always spoke about it between us – of missiles – 300 Patriot interceptors specifically against ballistic missiles. And this is really important. Not just for Ukraine, but strategically – for what happens next, after this winter, to Ukraine and to all of Europe. Volodymyr Zelenskyy’s address at the European Council meeting.

Since the American President announced the energy ceasefire a week ago, Russia has deliberately attacked Ukraine’s energy and oil and gas sectors 76 times. Last night alone, there were strikes on substations in the Vinnytsia, Zhytomyr, Khmelnytskyi, and Odesa regions. Tens of thousands of families remain without power. Energy workers and repair crews are working virtually around the clock to restore electricity supply. Overnight, the Russians also struck residential buildings in our regions. As of now, 12 people have been reported injured, including two children. Two people have been killed. My condolences to their families and loved ones. This morning, there was a strike on an agricultural enterprise in Volyn. All necessary services are working at the site. In total, over this past week, the Russians have attacked Ukraine with almost 2,700 attack drones, 1,700 aerial bombs, and 66 missiles, most of them ballistic. The main targets of these strikes are energy facilities – the Russians are trying to cause a blackout. And America should see that Russia is not taking any reciprocal steps in response to sanctions relief or agreements. On the contrary, they take every signal of an opportunity to make money as proof that their bet on war is paying off and they can keep fighting. It is because of this position of Russia’s that the war continues, not because Ukraine is rightfully defending itself. It is Russia that must face pressure for peace to have a chance. Thank you to everyone who understands this and helps.

Minister @Tsahkna: Putin must understand that time is not on his side. Our response must be clear: expose Russia’s actions, raise the cost, strengthen our resilience, and stand unwaveringly with 🇺🇦#Ukraine.
As Russia struggles on the battlefield, it is increasingly turning to sabotage and intimidation to divide Ukraine’s allies and sow fear across Europe. Our response must be clear: expose Russia’s actions, raise the cost, strengthen our resilience, and stand unwaveringly with Ukraine. Putin must understand that time is not on his side. I joined @Telegraph's Ukraine: The Latest to discuss our unchanged security assessment and the importance of keeping Russia isolated while simultaneously increasing support for Ukraine. youtu.be/1BRJSJlfGLc?si=yHZg…

Day two of #EUCO starts with Ukraine. Russia wants to destroy Ukraine, not make peace. We must make sure Ukraine has the weapons and funding it needs. And keep Russia under pressure. Yesterday, we discussed how to bring down energy costs. We need more energy production and an end to dependence on fossil fuel imports. The next EU budget must deliver on defence, our eastern border, and strategic connections like Rail Baltica.

This escalation against commercial shipping in the Black Sea is the direct result of Russia's continued efforts to isolate Ukraine🇺🇦 by disrupting maritime trade, blocking shipping routes, and targeting civilian infrastructure and vessels.
Russia alone is responsible for the escalating instability in the Black Sea. In the past week alone, at least five commercial vessels have been hit by drones near the territorial waters of Bulgaria and Romania. Ships have sunk, seafarers have been injured, and lives have been lost. This escalation against commercial shipping is the direct result of Russia's continued efforts to isolate Ukraine by disrupting maritime trade, blocking shipping routes, and targeting civilian infrastructure and vessels. Moscow's actions are a blatant violation of international law and freedom of navigation. They endanger global supply chains, threaten food security, and undermine regional stability. Russia must be held accountable. The security of the Black Sea is the security of Europe. Estonia remains in close coordination with our EU partners and @NATO allies, Bulgaria and Romania.

Day 1 of EUCO is underway, with PM @KristenMichalPM taking part. Ahead of the summit, he highlighted three priorities: 🔹Fully support Ukraine, squeeze Russia’s energy revenues and open all remaining EU accession clusters for Ukraine. 🔹Prioritise security and strategic connections like Rail Baltica in the next EU budget, investing in defence and supporting countries bordering Russia. 🔹Cut bureaucracy, boost competitiveness and delay ETS 2 further or scrap it. We need lower energy bills, not higher ones. Two full days of talks will cover Ukraine, defence, migration, enlargement, EU–China relations, the next EU budget, competitiveness, energy costs and the Middle East.

Heading to Brussels for a crucial European Council. Ukraine needs more military and financial aid. We must raise the cost of Russia’s war, and put security and connectivity at the heart of the next EU budget. Europe must turn these priorities into action.
