Last night, Russia launched 16 ballistic missiles and more than 250 drones against Ukrainian cities, again targeting critical infrastructure and energy facilities. A clinic, a school, a metro station and residential buildings were damaged. More than 500,000 households were left without electricity. Russia demonstrates daily that peace is the last thing it wants. Putin seeks to condemn Ukrainians to a winter of cold and darkness through a campaign of terror. He will fail. We must intensify pressure, strengthen sanctions, deepen Russia’s isolation, and put frozen Russian assets to work for Ukraine. Every missile launched today must translate into a higher cost for the Kremlin tomorrow.
Another Russian ballistic missile attack came in several waves overnight, and once again, there was no early warning from our partners. They again targeted energy facilities and infrastructure, but a medical clinic, a school, a metro station, and ordinary residential buildings were also damaged. In total, the Russians launched 16 ballistic missiles in a deliberate attack on Kyiv and the Kyiv region. The Russians also launched more than 200 drones of various types, including jet-powered “shaheds,” with attacks spanning from the Kharkiv and Dnipro regions to the Volyn, Rivne, and Odesa regions. Sadly, there are casualties. My condolences to their families and loved ones. Those who were injured are receiving assistance. Overnight and this morning, Russia attacked energy facilities in the Vinnytsia, Volyn, Kirovohrad, Kyiv, Mykolaiv, Zhytomyr, Khmelnytskyi, Kharkiv, Ternopil, Odesa, and Rivne regions. In this one night alone, more than 10 energy infrastructure facilities were damaged, and the lights went out for at least 550,000 families. Repair crews are working at the sites. Ukraine never wanted this war, and we have welcomed literally EVERY attempt by our partners to bring this war to a dignified end. We have responded positively to EVERY ceasefire proposal. Russia's response, time and again, has been ballistic missiles, “shaheds,” and killings. Putin not only doesn't want to end this war – he doesn't even want to take any steps toward de-escalation. EVERY ONE of our partners has experienced this firsthand when they heard Russia's refusals. And it is crucial to call things what they are. To call the aggressor an aggressor and help Ukraine defend lives. When deliveries of missiles for Ukraine's air defense are blocked while Russia is granted relief or delays in sanctions, this is, unfortunately, a denial of reality on the part of our partners. The reality is that the war continues, and it continues solely because of Russian strikes and Russia's desire to drag this war out. I thank everyone who recognizes this reality and helps Ukraine!

Equality, quality jobs and tackling poverty were at the heart of today’s EPSCO Council in Luxembourg, where COREPER I Ambassador @katrinjuhandi represented Estonia. Our message was clear: Europe must stand firm on equal treatment, equal opportunities and gender equality. These commitments must hold through challenging times, in our actions and in the language we use. Strong equality bodies, consistent implementation of existing EU law and agreement on the Equal Treatment Directive remain essential. On the Quality Jobs Act, we called for modernisation and regulation only in case there is clear added value. Bringing more people into work and reducing poverty are shared European goals. Common targets and coordinated action should give Member States room to choose the tools that work best. With Katrin and her colleagues around the table, women’s leadership was part of the picture, too.

A milestone for closer EU–Andorra–San Marino relations 🇪🇺🇦🇩🇸🇲 On 9 September, Estonia’s Permanent Representative to the EU, Kyllike Sillaste-Elling, signed the Association Agreement between the EU and Andorra and San Marino on Estonia’s behalf. Today, the agreement was formally signed in Brussels, with Commissioner Maroš Šefčovič, Andorra’s Head of Government Xavier Espot Zamora and San Marino’s Foreign Minister Luca Beccari taking part. The agreement paves the way for Andorra and San Marino to participate in the EU’s single market and deepen cooperation in research, education and the environment. Estonia welcomes this important step towards closer ties and new opportunities for people and businesses.

Replying to @ZelenskyyUa
@ZelenskyyUa, you can count on the EU and Estonia. We will deliver more financial and military aid. We are doing our part, also through NATO. Estonia is contributing another €10 million through NATO’s PURL initiative to help Ukraine get the weapons it needs. We will help you secure a just and lasting peace. On day two of #EUCO, we agreed to step up pressure on Russia through tougher sanctions, tighter tourist visa restrictions and moves to bar former Russian combatants from Europe.

Rail Baltica is Europe’s security on track. Yesterday at #EUCO, we joined forces with Latvian, Lithuanian and Polish leaders in a joint letter to @eucopresident António Costa and @vonderleyen, calling for dedicated EU funding to complete Rail Baltica. Stronger defence. A more connected Europe.

Wrapping up two days of EUCO with PM @KristenMichalPM. Europe needs to do more to support Ukraine, increase pressure on Russia and advance Ukraine’s EU accession. Our security also depends on stronger investment in defence and connections like Rail Baltica, with clear priorities in the next EU budget. For Estonia, a more competitive Europe means less bureaucracy and lower energy bills. The work on these priorities continues in Brussels.

Day two of #EUCO starts with Ukraine. Russia wants to destroy Ukraine, not make peace. We must make sure Ukraine has the weapons and funding it needs. And keep Russia under pressure. Yesterday, we discussed how to bring down energy costs. We need more energy production and an end to dependence on fossil fuel imports. The next EU budget must deliver on defence, our eastern border, and strategic connections like Rail Baltica.

We see no indication from Russia that it wants to end this war, or pursue any form of truce or peace. That's why we need to help Ukrainians to get through winter and defend their country. Ukrainians need more air defence. And we need to increase pressure on Russia to make it clear that they have to negotiate. My doorstep ahead of today’s European Council meeting ↓

Collective defence depends not only on the forces Allies have, but also on how quickly and effectively they can be received and integrated into joint operations. After four months of assessment, @NATO’s headquarters element in Estonia has successfully passed its evaluation, demonstrating its readiness, capabilities and ability to work with higher NATO headquarters. A stronger NATO starts with being ready to act together.
🇪🇪 NATO Force Integration Unit Estonia has successfully passed its recertification with a very good assessment! Day two of EUCO has kicked off, with PM @KristenMichalPM representing Estonia and President @ZelenskyyUa joining EU leaders for the discussion on Ukraine. Estonia’s support for Ukraine and its people remains unwavering, politically, financially and militarily. Our priorities are clear: sustained military and financial assistance, stronger sanctions on Russia and concrete progress on Ukraine’s EU accession path, including opening all remaining negotiating clusters. Maintaining support for Ukraine and increasing pressure on Russia remain essential to achieving a lasting peace.

In Brussels as part of President @ZelenskyyUa’s delegation for important meetings with our European partners. We are working to secure decisions that protect Ukrainian lives and increase the cost of aggression for Moscow. Our priorities are clear: stronger air defense, particularly against ballistic attacks, tougher sanctions, and progress on using frozen Russian assets for Ukraine’s defense. Moscow must not be allowed to believe it can bomb Ukraine into concessions or outlast Europe’s resolve. The stronger our joint decisions now, the less room Russia will have to continue its war. Europe has the power to change Moscow’s calculations. What matters is using it.
Already in Brussels with my team to attend the European Council meeting and hold talks with our partners. Important meetings are scheduled for today with the NATO Secretary General, the President of France, and the prime ministers of Poland, Denmark, and Belgium. I will also have an audience with King Philippe of the Belgians. Tomorrow, meetings are planned with the presidents of the European Council and the European Commission, as well as the prime ministers of Hungary, Finland, and Sweden. All of us in Europe want this war to end. And for that to happen, strong signals are needed – more real pressure on Russia and more defense support for Ukraine. It is especially important now to act together to protect lives.

Russia alone is responsible for the escalating instability in the Black Sea. In the past week alone, at least five commercial vessels have been hit by drones near the territorial waters of Bulgaria and Romania. Ships have sunk, seafarers have been injured, and lives have been lost. This escalation against commercial shipping is the direct result of Russia's continued efforts to isolate Ukraine by disrupting maritime trade, blocking shipping routes, and targeting civilian infrastructure and vessels. Moscow's actions are a blatant violation of international law and freedom of navigation. They endanger global supply chains, threaten food security, and undermine regional stability. Russia must be held accountable. The security of the Black Sea is the security of Europe. Estonia remains in close coordination with our EU partners and @NATO allies, Bulgaria and Romania.

Today, I met with President of Estonia @YlleMadise for a working meeting. We discussed Russia’s ongoing aggression against Ukraine, ways to increase pressure on Moscow, strengthen support for Ukraine, and bolster our security. We also spoke about the preparations for #URC2027 in Tallinn. The President plays an important role in shaping Estonia’s foreign policy and representing our country on the global stage. Together, we stand for Estonia’s security, international visibility, and prosperity. Thank you for the great discussion, and best of luck in the important work ahead!
