We hit the ground running.
I held a consultative meeting with the Commission on Revenue Allocation (@CRAKenya) to review its draft recommendations on the Division of Revenue for FY 2027/28.
We highlighted critical funding gaps, including KSh 8.6 billion for UHC workers, KSh 65.7 billion for newly delineated and transferred functions, KSh 15.2 billion for SRC remuneration reviews, and at least KSh 2 billion for CBAs.
We also called for adequate funding for county transition processes and adjustments that reflect revenue growth to ensure Counties have the resources to deliver services effectively.
A clean environment is a shared responsibility, and protecting it is a duty we owe to present and future generations.
This Mazingira Day, I call upon all Kenyans to embrace environmental conservation through tree planting, proper waste management, protection of our water sources and sustainable use of our natural resources.
As county governments, we must continue strengthening efforts to protect our ecosystems, address the effects of climate change and build resilient communities.
Let us each play our part in building a cleaner, greener and more sustainable Kenya.
Happy #MazingiraDay

Lowering the cost of farm inputs, strengthening farmer data through KIAMIS, expanding markets, tackling market distortions and scaling irrigation, water infrastructure, value addition and agro-processing are key priorities in Kenya’s agricultural transformation agenda.
The Agriculture & Food Systems Transformation Summit 2026 provided a platform for National and County Governments, partners and stakeholders to take stock of progress and forge a shared, actionable delivery compact towards food sovereignty, job creation and shared prosperity under BETA.
With counties at the heart of agricultural extension, production and local economic development, stronger intergovernmental collaboration will be critical to translating increased production into better incomes, jobs and opportunities for farmers.
The Council of Governors, led by @CogChair @HEAhmedJiir , joined the President H.E @WilliamsRuto , partners and more than 10,000 stakeholders at the Summit at the Jamhuri ASK Showground in Nairobi.
The 41-day nationwide nurses’ and midwives’ strike has come to an end following the signing of a Return-to-Work Formula between County Governments, through the @KenyaGovernors, and the Kenya National Union of Nurses and Midwives.
I welcome this agreement as an important step towards restoring full health services across our counties. All health workers covered by the agreement are expected to resume duty within 24 hours.
I commend both parties for choosing dialogue and a negotiated settlement. Our priority now is to ensure our health facilities are fully operational and Kenyans receive the care they need without further disruption.
As County Governments, we remain committed to working with health workers and all stakeholders to strengthen our health systems and improve service delivery to every Kenyan.
Today, I welcomed H.E. President @WilliamRuto, Governors, Cabinet Secretaries, Heads of Independent Commissions and Offices, Principal Secretaries and senior government officials to the 13th National and County Governments Coordinating Summit at State House, Nairobi.
The Summit remains an important forum for the two levels of government to engage candidly, disagree respectfully where necessary and pursue consensus in the best interest of the people of Kenya.
We addressed matters requiring urgent attention, including the conversion of UHC staff to permanent and pensionable terms, the outstanding unbundling and financing of devolved functions, challenges arising from HRIS-Ke, and the enactment of the Intergovernmental Relations (Amendment) Bill.
As I prepare to pass on the baton at the Council of Governors, I remain clear that the true measure of our deliberations is implementation. Summit resolutions must move beyond policy commitments and translate into tangible action that improves the quality of life of our citizens.
Consultative meeting with the Salaries and Remuneration Commission (SRC) to address the growing county wage bill and agree on practical, sustainable measures to contain its growth.
Counties must be able to attract and retain a capable workforce while ensuring that compensation remains within sustainable limits and does not crowd out resources needed for essential services.
We agreed on the need for closer collaboration, better workforce planning and evidence based approaches to remuneration that balance the welfare of County employees with our constitutional responsibility to prudently manage public resources.

Governors led by the Chairman, H.E. FCPA @HEAhmedJiir, today joined H.E. Deputy President Prof. Kithure Kindiki and other stakeholders at a Special Intergovernmental Budget and Economic Council (IBEC) meeting to address pressing issues affecting the health sector across the Counties.
At the heart of the discussions were the transfer of Universal Health Coverage (UHC) staff to County Governments, implementation of the 12th National and County Governments Summit resolutions on payment of SHA statutory deductions, and the ongoing industrial action by nurses across the Counties.
The meeting provided an opportunity for the National and County Governments, together with other stakeholders, to engage on practical steps towards resolving the outstanding issues and restoring stability within the health sector. Cooperation between the two levels of government remains critical to protecting the gains made in healthcare and ensuring that devolution delivers quality services closer to the people.
As we mark 16 years of the Constitution of Kenya 2010, I joined H.E. President @WilliamsRuto , the Chief Justice @CJMarthaKoome , the Speaker of the Senate @HonAmasonKingi Deputy Speaker of @NAssemblyKE @GladysShollei and other leaders for a high-level reflection on constitutional accountability and devolution at #KatibaAt16.
Devolution has transformed lives through investments in all devolved sectors.
As we look ahead, we must ensure that resources follow functions, devolved functions are fully transferred, and County Governments receive predictable and timely financing. At the same time, Counties must uphold accountability, transparency, prudent financial management and measurable results.
Development must also transcend political cycles. Projects initiated with public resources belong to the people and should be completed where they remain viable and serve the public interest.
Most importantly, citizens must remain at the heart of governance, not only during elections, but through meaningful participation in planning, budgeting, implementation and oversight.

The County Aggregated and Industrial Parks (CAIPs) are central to Kenya’s long term development Blueprint and its transformation into an industrialized middle-income economy that offers a high quality of life to all its citizens.
The Council of Governors (CoG), led by Chairperson H.E. FCPA Ahmed Abdullahi, today held a consultative meeting with the Deputy President H.E Prof. Kithure Kindiki to fast-track the finalization and operationalization of County Aggregation and Industrial Parks (CAIPs).
Eight County Governments, including Meru, Embu, Kirinyaga, Kisii, Busia, Migori, Garissa and Wajir, have achieved over 90% completion of construction works, with the focus now shifting to its full operationalization. This includes ensuring the Parks have access to enabling infrastructure such as roads, electricity, water, ICT, waste management, weighbridges and equipment.
The engagement agreed on clear, time-bound actions between the National and County Governments to address outstanding bottlenecks and ensure CAIPs deliver on their promise of value addition, enterprise development, employment and expanded market access.

The 30th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC), held today at the Office of the Deputy President, Karen Residence, reaffirmed the commitment of the National and County Governments to cooperative governance, fiscal sustainability, equitable development and the protection of devolution amid prevailing fiscal constraints.
Key resolutions included fast-tracking the County Governments Additional Allocations Bill, 2026; pursuing the reinstatement of KSh. 3.25 billion for the 13 remaining County Aggregation and Industrial Parks (CAIPs); strengthening county asset management; accelerating implementation of the County Licensing (Uniform Procedures) Act; and supporting the sustainability of youth enterprises under NYOTA, which has reached 122,203 beneficiaries.
Earlier today l held an engagement with @lawsocietykenya led by its President, Senior Counsel Charles Kanjama, on areas of collaboration and partnership, including advancing the rule of law within Kenya’s devolved system of government.
This engagement marks the first step in our journey towards strengthening the strategic partnership between the two institutions in advocating for devolution for the benefit of all Kenyans.
Devolution has evolved from a constitutional aspiration into one of Kenya's most consequential governance reforms.
The transformation witnessed in the health sector has been achieved through the concerted efforts of both state and non-state actors.
The discussions held today during the Kenya Health Summit 2026 demonstrated the importance of linking national reforms with county-level implementation, emphasizing that counties remain central to the delivery of devolved health services. Continued collaboration between both levels of government is essential to address implementation bottlenecks, strengthen accountability and ensure that national reforms respond to realities at the facility and community levels.
At today’s Broad-Based Government consultative meeting in Naivasha, I reaffirmed a simple truth: when the National and County Governments work together, Kenya wins.
Over the past four years, our partnership has delivered measurable gains in healthcare, agriculture, water, climate action, trade and local economic development.
More than 100,000 Community Health Promoters have been deployed; 6,740 public health facilities are now licensed; agriculture’s contribution to GDP has risen to 23.2%; and 34 Counties are developing County Aggregation and Industrial Parks.
As we look ahead, we must deepen this partnership by fully unbundling devolved functions, ensuring timely and predictable financing, strengthening County road maintenance, sustaining UHC gains and operationalising CAIPs.
Devolution is no longer a promise. It is measurable impact in the lives of millions of Kenyans.
Today, I delivered the 12th State of Devolution Address, reflecting on 13 years of devolution and the progress made by County Governments in FY2025/26. From strengthening healthcare, food security and infrastructure to expanding economic opportunities and climate resilience, counties continue to transform lives and bring services closer to the people.
While significant gains have been made, timely and adequate financing, stronger intergovernmental collaboration and full respect for the constitutional principles of devolution remain essential to unlocking the full potential of our counties.
We remain steadfast in advancing a devolution agenda that empowers Counties, strengthens service delivery, and improves the quality of life for every Kenyan.

On behalf of the @KenyaGovernors (CoG), I am pleased to deliver the twelveth (12th) State of Devolution Address (SODA). This address comes as we enter the last Financial Year of the third cycle of devolution. Thirteen (13) years after the inception of the pioneer County Governments provides an opportune moment for us to candidly reflect on the impacts the devolved system of governance has had on service delivery and socio- economic development.

The continued disruption of County health services is deeply concerning and puts the lives of millions of Kenyans at risk.
Every level of Government must honour its commitments and uphold its responsibilities to avert a health crisis. Accessible, quality healthcare must remain our collective priority.
Football is more than a game it is a pathway to opportunity for thousands of young Kenyans.
Today, I held a productive consultative meeting with the Football Kenya Federation, led by President Hussein Mohammed @husseinmoha, to strengthen collaboration between County Governments and FKF in advancing grassroots football.
County Governments continue to invest heavily in talent development through initiatives such as the Governors' Cup currently run in most Counties. We now seek a structured partnership that will strengthen coaching, talent identification, player development, officiating and institutional capacity, ensuring these investments translate into sustainable pathways to National and international success.
Kenya must get to the #WorldCup

The Council of Governors Secretariat has commenced its Annual Review Meeting to assess progress in implementing the Strategic Plan 2022–2027 and chart the way forward for the next Strategic Plan 2027–2032.
This year, the Council of Governors Liaison Committee (Chairs of the Technical Committees and the Executive Leadership) is attending the meeting to take stock of achievements made so far, evaluate emerging priorities, and provide strategic guidance for the development of the next Strategic Plan 2027–2032.
Speaking during the meeting, @CogChair @HEAhmedJiir commended the Secretariat for its commitment to advancing the devolution agenda and supporting county governments in delivering services to citizens.
“Devolution has worked for Kenyans because of the dedication and hard work you continue to put in every day. Today, Kenya is a more equitable country courtesy of devolution. Continue supporting counties and safeguarding devolution against any form of encroachment,” he said.
@CEOCOG highlighted key milestones realized under the current Strategic Plan, including strengthened support to counties, enhanced stakeholder partnerships, digital transformation initiatives, institutional rebranding, and continued advocacy for devolution.
The CEO further observed that the Secretariat must prepare for emerging realities in the 2026–2027 period, including leadership transitions, election-year dynamics, increasing reliance on committee engagement, and resource mobilization pressures, while remaining focused on innovation, operational efficiency, strategic alertness, and high-impact interventions that advance devolution and improve service delivery for Kenyans.
The annual review provides an important platform for reflection, learning, and strategic planning. It enables the Secretariat and the Council's leadership to assess the impact of their interventions, strengthen institutional effectiveness, and align future priorities with the evolving needs of county governments and the aspirations of Kenyans.
The outcomes of the meeting will inform the development of a forward-looking Strategic Plan 2027–2032 aimed at deepening devolution, enhancing service delivery, and strengthening intergovernmental relations.
