Findings showed strong leadership, coordination, community engagement, and partner support, but gaps in 7-1-7 implementation, documentation, logistics, diagnostics, staffing, risk communication, public trust and continuity of essential health services. The research recommends increased preparedness financing, stronger community engagement, district laboratory capacity, and improved health information and research systems. The meetings enabled stakeholders to validate the findings and identify actions to shift from reactive response to proactive preparedness. Their feedback will inform the final analysis and national dissemination.

Uganda Strengthens Its First Line of Defense Against Cross-Border Ebola Threats As Uganda continues to strengthen preparedness following the recent Bundibugyo Ebola Virus Disease (EVD) outbreak linked to the Democratic Republic of the Congo (DRC), border health workers are stepping up surveillance and screening to protect communities from cross-border disease threats. In Moyo District, Dr. Robert Zavuga, Senior Epidemiologist, led a practical training for frontline health workers at Afogi Health Centre II and Logoba Health Centre III, two key facilities serving the Afogi Uganda–South Sudan border. The training focused on strengthening screening and active surveillance, equipping health workers with practical skills in early case detection, infection prevention and control (IPC), alert management, mortality surveillance, and the timely reporting of suspected cases. As the first point of contact for many travelers entering Uganda, border health facilities play a critical role in detecting potential public health threats early and triggering a rapid response before diseases spread into communities. Strengthening the capacity of frontline health workers at these facilities is therefore essential to protecting lives and safeguarding national and regional health security. The activity is being implemented by the Ministry of Health, in collaboration with AFENET and the Uganda National Institute of Public Health (@UNIPH3 ), with funding from the U.S. Centers for Disease Control and Prevention (@CDCGlobal ), as part of ongoing efforts to strengthen Uganda's preparedness for public health emergencies. With Uganda sharing long and porous borders with both the DRC and South Sudan, investing in border health surveillance remains critical for the early detection, reporting, and containment of infectious diseases. These efforts help reduce the risk of cross-border transmission while strengthening Uganda's ability to respond rapidly to emerging public health threats.
