UPI Payments to Remain Free for Person to Person transactions; MDR Applicable Only on Large-Value Merchant Transactions
▪️The Government has amended the Payment and Settlement Systems (PSS) Act, 2007 empowering the government to notify specific electronic payment modes where no charges shall apply.
▪️This amendment provides the legal foundation to ensure affordability and transparency in digital transactions
▪️On 14 September 2026, the Central Government issued a notification under this framework, specifying that Unified Payments Interface (UPI) transactions up to ₹2,000 will attract zero Merchant Discount Rate (MDR)
▪️Further, detailed circular has also been issued by NPCI on 15th September, 2026, after deliberation of UPI steering committee on operational parameters, fee distribution models, and category caps
🔰The key highlights of the circular are as follows:
▪️For person-to-person (P2P) transactions, there will be no charges at all, irrespective of transaction value. P2P transactions constitute 37% of the total UPI transactions in volume terms and 70% in value terms
▪️Charges will apply only to person-to-merchant (P2M) transactions exceeding ₹2,000
🔰Technical Framework
▪️A nominal MDR of 0.4% will be levied on P2M transactions above ₹2,000. This commission will be shared amongst the payment ecosystem partners, including banks and app providers
▪️For high-value transactions of ₹75,000 and above, MDR will be capped at ₹300 per transaction

सुनिए श्याम लाल यादव जी को, वैलिड क्वेश्चन है । मै तो समर्थन करती हु । समर्थन करती हु 50% रिजर्वेशन और 50% ओपन टू ऑल का । सरकारी से लेकर प्राइवेट तक में, संसद से लेकर चपरासी तक के लिए । रिजर्वेशन न होता तो आज हिंदुस्तान और अधिक पिछड़ा होता । आरक्षण रोटी कपड़ा मकान की तरह अपिरहार्य है । बॉयस मानसिकता इसका विरोध करती है अन्यथा VC या लेटरल इंट्री में अवश्य जगह मिलती । सरकारी नौकरियों को खत्म करना या कम करना भी इसी मानसिकता का रूपांतरण है । मै राहुल गांधी की सत्तालोलुपता में 80% - 90% आरक्षण की समर्थक नहीं हु किंतु 50% आरक्षण मुझे न्यायोचित और अपिरहार्य लगता है। इसके लिए आप मुझे अपशब्द बोल सकते है कि मैं कैसी ब्राह्मण हु लेकिन मानवता और जीवन उत्थान मेरे लिए आवश्यक विषय है ।

आरक्षण संवैधानिक व्यवस्था के तहत अनुसूचित जाति/जनजातियों का देश की शासन व्यवस्था में प्रतिनिधित्व सुनिश्चित करता है ।
देश की लोकतांत्रिक व्यवस्था में आरक्षण इन वर्गों की भागीदारी बढ़ाता है, समानता, स्वतंत्रता और बंधुत्व पर आधारित भारतीय समाज के पुनः निर्माण का मार्ग प्रशस्त करता है ।
आरक्षण कोई खैरात या किसी वर्ग विशेष या किसी समुदाय द्वारा दी जाने भीख भी नहीं है जैसा कि कुछ स्वयंभू सामाजिक एकता के प्रेरक बोलने लगे है और ना ही ये कभी अमीरी गरीबी के सिद्धांत पर लागू हुई थी।
अनुसूचित जाति के लोगों की देश के लोकतांत्रिक व्यवस्था में भागीदारी के लिए, सदियों से चली आ रही अमानवीय परम्पराओं जैसे छुआछूत, सार्वजनिक स्थानों के प्रयोग पर प्रतिबंध, आर्थिक और सामाजिक बहिष्कार, धार्मिक व् सांस्कृतिक विकास आदि इसका आधार बने । अनुच्छेद 17 में इस तरह के व्यवहार को निषेध किया गया है ।
वहीं अनुसूचित जनजाति के लोगों को उनके विशेष सांस्कृतिक और मुख्यधारा से जोड़ने की व्यवस्था संविधान करता है । देश की आर्थिक, सामाजिक और राजनैतिक आदि क्षेत्रों में इन वर्गों ने लोगों ने इस व्यवस्था के तहत अपनी भागीदारी निभाकर एक अलग पहचान बनायी है । सरकारी नीतियों को देश के सामान्य जनता के बीच लाने में महत्त्वपूर्ण योगदान दिया है ।

अच्छी बात है कि दलित युवकों को सफ़ाई बहुत पसंद हैं ।
हवन करने से कौन सी सफ़ाई होती है वो भी सार्वजनिक स्थान की ।
सार्वजनिक स्थानों की साफ़ सफ़ाई के ऐसे ही फ़िक्रमंद लोगों की देश को ज़रूरत है। गंगा जमुना जी दोनों में बहुत गंदगी बहाई जा रही है । वहाँ भी इनकी ज़रूरत है ।
खुलासा-खुलासा-खुलासा-खुलासा……उत्तराखंड के हल्द्वानी में “शुद्धिकरण यज्ञ” मामले पर अब तक का सबसे बड़ा खुलासा
हल्द्वानी में मल्लिकार्जुन खड़गे की रैली के बाद हुए हवन कार्यक्रम पर सदन के अंदर से बाहर तक जिस तरह से जातिवाद का झूठा नैरेटिव सेट किया गया उसका सच ये है:-
- हवन करने वाले आयोजकों का कहना है कि धार्मिक आस्था के केंद्र रामलीला मैदान पर राजनीतिक कार्यक्रम हुआ
- आयोजकों ने कहा रैली के बाद वहाँ गंदगी थी, बॉटल्स थे, चिप्स के पैकेट पड़े थे! जिसके बाद वहाँ साफ़ सफ़ाई और शुद्धिकरण यज्ञ किया गया। साथ ही वहाँ कुछ लोगों की मौजूदगी पर भी आपत्ति जताई गई है।
- सबसे बड़ी बात उस यज्ञ में अंकित पाल, नंदकिशोर आर्य, मोहित आर्य, विनोद आर्य समेत दलित और OBC समाज के कई लोग मौजूद थे। जिन्होंने हवन किया
- जब दलित समाज के लोग ही मल्लिकार्जुन खड़गे की रैली के बाद शुद्धिकरण यज्ञ कर रहे हैं तो इसमें जातिवाद कैसे आ गया?
- क्या गरीब दलितों को अब अमीर दलितों का विरोधी बताने का नैरेटिव सेट किया जा रहा है? क्या दलित समाज के आम व्यक्ति ही अब दलित समाज से आने वाले बड़े से जातिवाद करने लगे हैं?
- तो क्या अब शुद्धिकरण यज्ञ में मौजूद नंदकिशोर आर्य, विनोद आर्य, मोहित आर्य जैसे दलित समाज के लोगों के ऊपर खड़गे जी SC/ST एक्ट लगा पाएंगे?
- ये सच्चाई कोई मीडिया आपको नहीं बताएगी! क्योंकि सबको सिर्फ़ और सिर्फ़ समाज में नफरत फैलाकर वोट बैंक साधन है।
