What we really need are the details of those allocations, meaning anong mga proyekto ang pinondohan and how much was the "commitment" (a.k.a. kickback) given. Either Leviste is holding back on what Cabral gave him or nag hype lang siya ng data na hindi naman ganun ka sensitive.

Batangas Rep. Leandro Leviste has finally made public the files that he claims were given to him by former DPWH Undersecretary Maria Catalina Cabral.
According to Leviste, the “NEP Restored” tag in the documents refers to the “allocables” that each district congressman can allocate.
“Para po malinaw: Ang mga budget na ito ay ginagamit ng DPWH para sa mga proyekto, at hindi po para sa proponent. At ang karamihan ng budget ay nasa labas ng ‘Allocable’ ng mga district congressman, at may iba pang mga proponent. Mabuting malaman ng publiko ang nilalaman ng DPWH budget upang maipagmalaki po natin ang ating mga proyekto,” said Leviste.

Ang daming bobo talaga sa daan sa Pilipinas. Sorry ha pero hindi ba basic rule of the road na a vehicle on the main road making a left turn must yield to oncoming traffic going straight, including motorcycles and bikes?
If the car turned left across the bike’s path and the bike slammed into it, the presumption is that the car failed to yield to the bike, which violates this basic rule.
Hindi naman yata on-duty ang ambulansya na ‘to dahil nakipag-away pa sa driver ng bisekleta!
