For those of us who've lived through the consequences of drug policy, this isn't just an academic debate. These decisions shape real lives, including our own.
Lived experience isn't scientific evidence, but it matters. Good policy needs research AND the voices of those directly affected.

This is super cool. And easy enough for state lawmakers to use.

STORY #22:
Transitioning from smoking to vaping can take a little time for some. Unfortunately, many call this dual use, and it's why they say harm reduction doesn't work.

🧵 1/ Massachusetts just released its 2025 youth health data — and there’s some very good news.
Youth smoking is at record lows, while high school vaping has fallen more than 74% since 2019. 📉
But the numbers also raise questions about the state’s 2020 flavor ban. 👇

7/💰 There was also a fiscal impact.
Massachusetts cigarette excise tax revenue fell 23.7% between 2020 and 2021.
That compares with an average annual decline of just 5.5% between FY2016 and FY2020.
8/The bottom line:
✅Youth smoking is at historic lows.
✅Youth vaping has plummeted.
⚖️But Massachusetts’ decline closely mirrors the national trend.
It’s worth asking whether the state can protect youth while preserving lower-risk options for adults who smoke.

🧵 NEW: Youth vaping has plummeted in New Hampshire, while cigarette smoking among high school students is at near historic lows.
The newly released 2025 YRBS provides some striking numbers. 📉🚭

6/ ⚖️Policymakers should consider ALL of these trends.
Preventing youth initiation remains important.
But policies should also recognize differences in relative risk between combustible cigarettes and noncombustible alternatives used by adults who smoke.
7/ 📊 The bottom line:
🚭Youth smoking ↓ 81% since 2005
💨Youth vaping ↓ 53.8% since 2019
📉Frequent vaping ↓ 49.6%
📉Daily vaping ↓ 44.2%
🚭Adult smoking also at historic lows
That's significant progress.

🍁 New Vermont youth data:
🚬 HS smoking: 17.9% in 2005 ➡️ 6% in 2025
💨 HS vaping: 26.4% in 2019 ➡️ 14% in 2025 — a 47% decline
And just 5% of current HS vapers cite flavors as a reason for use.
📊 The data matter.

🚬➡️ =Alternatives to smoking should compete on science, safety and innovation—not simply regulatory resources.
FDA’s latest ZYN authorizations highlight an uncomfortable question: Can smaller THR manufacturers realistically compete under the current PMTA system? 🤔

🚨 The 2025 National Youth Tobacco Survey is finally here—and the results are impossible to ignore.
Youth tobacco use is at historic lows. 👏

🏛️Instead of modernizing regulation, 16 states now tie legal vapor sales to the same slow federal authorization process.
Public policy should evolve as the evidence evolves.
✅Protecting youth.
✅Supporting adults who want to quit smoking.
✅Following the evidence.
These goals can—and should—exist together.
