If her heel was up above but not touching the line, I believe it is not out of bounds. If she had gone out of bounds with that one foot it's only a 0.1 deduction. They got first place by more than that.

If Ragan had gone OOB with one foot on floor exercise, that would have resulted in her scoring 0.1 less on her floor routine, which wouldn't have mattered because the top 2 teams advance to nationals. Below was the final scoring, 0.1 wouldn't have mattered.

WOW!!! Jason's step sequence got the MAX score!!! Several other items were close to the max. You can only get the max score with a 5/5 Grade of Execution. I've never seen another 5/5 GOE in 20+ events I watched.
