The SIR exercise in Uttar Pradesh was completed and the final electoral rolls were published in April 2026. Yet duplicate entries remain unresolved. Wasn’t eliminating duplicate entries one of the central objectives of this entire exercise?
Also, do you understand sarcasm? “Buy one, get one free” was precisely that.
In your own tweet, you acknowledge issuing four voter ID cards with different EPIC numbers to one person. How did four applications in the same person’s name pass scrutiny and result in four separate voter IDs?
Submitting four Form6 applications is wrong. Accepting and processing those duplicate requests exposes an even bigger failure in verification. What is the point of SIR if your system cannot detect repeated applications from the same person? If someone applies for fresh enrolment ten times, will @ECISVEEP issue ten different voter IDs?
Further, according to the Form 9 records uploaded on your own UP CEO website, Mr. Sundar submitted Form 6 on January 6 and again on January 14. We have the data for that booth. These are your own official records. This data was uploaded on your own UP CEO website. Also Please upload all Form9s on your website. Many are still missing. Instead of threatening us, Please put more efforts on fixing the failures instead of threatening citizens who expose them.

This statement is false.
The voter had submitted 4 applications.
If you want to dispute our facts then you post the reference numbers of two applications that you claim he had submitted and we will post the reference number of the remaining two.
The problem of generation of multiple EPICs on submission of multiple forms of an individual is a long standing one. We do deduplication through ECINET periodically. We are on path to achieving the objective of catching multiple forms submitted by an individual at the submission stage only. We will achieve our objective very soon.
Please do not incite people by making patently false statements about ECI and thereby trying to create disaffection among the citizens towards a Constitutional Body.
You are advised to rectify your mistake by amending or deleting your post after completing your own due diligence now that you have been informed by us about your wrong information.

SIR और चुनाव आयोग की कार्यप्रणाली पर बड़ा खुलासा!
SIR के दौरान बिना स्पष्ट कारण बताए लाखों वैध मतदाताओं के नाम अचानक वोटर लिस्ट से काट दिए गए थे।
इसी गड़बड़ी और प्रशासनिक गोपनीयता की सच्चाई जानने के लिए अंजलि भारद्वाज ने RTI के तहत चुनाव आयोग और संबंधित प्राधिकारियों से विस्तृत जवाब मांगे थे।
उनके पूछे गए प्रमुख सवाल और उन पर मिले जवाब नीचे दिए गए हैं।
◾ECI से पूछे गए RTI सवाल और उनके जवाब
सवाल 1:
देशभर या विभिन्न राज्यों में वोटर लिस्ट का SIR कराने का फैसला चुनाव आयोग द्वारा किस तारीख को और किस बैठक में लिया गया?
जवाब:
चुनाव आयोग के प्रिंसिपल सेक्रेटरी/CPIO ने RTI के लिखित जवाब में कहा कि "SIR आयोजित करने का निर्णय खुद चुनाव आयोग (Commission as a body) द्वारा नहीं लिया गया था।"
सवाल 2:
SIR प्रक्रिया को शुरू करने के निर्णय से संबंधित आधिकारिक File Notings, प्रस्तावों और चुनाव आयोग की बैठकों के मिनट्स की प्रतियां प्रदान की जाएं?
जवाब:
चुनाव आयोग ने यह स्वीकार किया कि उनके पास इस निर्णय से जुड़ी कोई फाइल नोटिंग्स या आधिकारिक बैठक का मिनट्स रिकॉर्ड में उपलब्ध नहीं है।
सवाल 3:
क्या SIR प्रक्रिया को शुरू करने से पहले तय वैधानिक नियमों, पूर्व शर्तों और दिशानिर्देशों का पालन किया गया था और उनसे जुड़े नीतिगत रिकॉर्ड कहाँ दर्ज हैं?
जवाब:
आयोग इस संबंध में कोई भी स्पष्ट नीतिगत दस्तावेज या रिकॉर्ड प्रस्तुत करने में असमर्थ रहा और यह दर्शाया कि इसके लिए कोई अलग से नीतिगत फाइल मौजूद नहीं है।
सवाल 4:
क्या पूर्व में आयोजित किए गए SIR (जैसे 2003 या उससे पहले के संशोधनों) के आधिकारिक दस्तावेज और दिशानिर्देश आयोग के पास उपलब्ध हैं?
जवाब:
चुनाव आयोग ने जवाब दिया कि अतीत में हुए ऐसे रिवीज़न की गाइडलाइंस और रिकॉर्ड भी उनके पास उपलब्ध नहीं हैं।
◾सुप्रीम कोर्ट व न्यायिक प्रक्रियाओं से जुड़े RTI सवाल/मुद्दे और उनके जवाब
सवाल 1:
चुनाव आयोग द्वारा मतदान, मतगणना और नामांकनों की CCTV/वीडियो रिकॉर्डिंग को नागरिकों के देखने के लिए कब तक सुरक्षित रखा जाता है और इसे प्राप्त करने की क्या प्रक्रिया है?
जवाब:
RTI और न्यायिक याचिकाओं के माध्यम से सामने आया कि चुनाव आयोग ने नियमों में संशोधन करके फुटेज सुरक्षित रखने की अवधि को घटाकर चुनाव परिणाम घोषित होने के केवल 45 दिनों तक सीमित कर दिया है, जिसके बाद इस डेटा को नष्ट किया जा सकता है।
सवाल 2:
SIR प्रक्रिया के दौरान जिन लाखों मतदाताओं के नाम सूची से काट दिए गए हैं, उन्हें फिर से नाम जुड़वाने के लिए 'फॉर्म-6' भरकर यह घोषणा क्यों करनी पड़ रही है कि "वे जीवन में पहली बार वोटर बन रहे हैं"?
जवाब:
चुनाव आयोग से इस विसंगति पर कोई संतोषजनक उत्तर न मिलने के बाद सुप्रीम कोर्ट में याचिका दाखिल की गई। अदालत ने इसे कानूनी रूप से अनुचित मानते हुए आयोग व केंद्र सरकार को इस प्रक्रिया पर सुनवाई और जवाब के लिए नोटिस जारी किया।
सवाल 3:
यदि चुनाव आयोग जैसे संवैधानिक निकाय ने खुद SIR कराने का निर्णय नहीं लिया, तो यह फैसला किसने लिया और इसकी सार्वजनिक जवाबदेही कौन तय करेगा?
जवाब:
चुनाव आयोग की ओर से कोई लिखित जवाब न मिलने पर अंजलि भारद्वाज और अन्य कार्यकर्ताओं ने सुप्रीम कोर्ट का रुख किया। सुप्रीम कोर्ट ने इस गंभीर संवैधानिक और पारदर्शिता के मुद्दे को मुख्य विचाराधीन याचिकाओं के साथ जोड़ते हुए आयोग से स्पष्टीकरण मांगा है।
अंजलि भारद्वाज की RTI ने चुनाव आयोग की पारदर्शिता पर बड़े सवाल खड़े कर दिए हैं।
बिना किसी लिखित रिकॉर्ड के लाखों लोगों के नाम वोटर लिस्ट से हटाना गंभीर लापरवाही को दर्शाता है।
इस खुलासे के बाद ECI की निष्पक्षता पर बहस शुरू हो गई और मुख्य चुनाव आयुक्त के इस्तीफे की मांग भी उठी।
आखिरकार यह पूरा मामला देश की सबसे बड़ी अदालत सुप्रीम कोर्ट तक पहुंच गया।

So the force that arrests you also hears your case, vets your surety and decides your release, inside a police station.

Only @ceoup will be able to say how many form6 each of them submitted? We found only one application each. Many form 9s are yet to be uploaded on their website.
Note : In this booth, 17 people got 2 IDs each. That is, 34 of its 69 new
names in final Roll.
