๐ Announcing #IPRD2026, the Indian Navy's flagship international maritime conference, taking place 03โ05 November 2026 at the Manekshaw Centre, New Delhi.
This year's theme: "Science, Technology and Academic Cooperation in the Indo-Pacific."
The Indian Navy conducts IPRD-2026 with the National Maritime Foundation (NMF) as its knowledge partner. As the principal manifestation of the Indian Navy's annual strategic outreach, the Indo-Pacific Regional Dialogue (IPRD) brings together leading scientists, technologists, academics, strategists and policymakers from across the world to advance one or more of the seven maritime lines of thrust under the Indo-Pacific Oceans Initiative (IPOI) โ the first-order articulation of India's maritime policy, MAHASAGAR (Mutual And Holistic Advancement for Security and Growth Across Regions).
Over three days, IPRD-2026 will convene five thematic sessions addressing:
-Oceanographic Science and Climate Resilience
-Transformative Maritime Technologies and Dual-Use Implications
-Collaborative Approaches to Ocean Governance and Maritime Resilience
-Maritime Situational Awareness and Protection of Critical Maritime Infrastructure
-Academic Networks, Research, and Human Capital Development

You can get every technical calculation right and still miss the biggest maritime fundamentals. ๐
The ocean is not just a tech problem. It is physical science, life science, social science. It is people, communities, economies and institutions.
The Indo-Pacific Regional Dialogue 2026 asks us to look beyond technology alone. Speakers will give specific, time-bound, actionable recommendations to advance SAGAR through science, technology and academic cooperation.
The big question: do we have the technology to shape our maritime future? Or are we asking the entire question? ๐ค

#WATCH | Delhi: Chairman of the National Maritime Foundation and (Retd.) Chief of Naval Staff, Dinesh Kumar Tripathi, says, "We have launched the 'Andaman Dialogue Series' with its first edition scheduled for March 12โ14, 2027, at Swaraj Dweep Island. Whether within the country or internationally, what we need most today is dialogue. No amount of dialogue, conversation, or cooperation is ever truly enough; the more we talk to one anotherโwhether it is our country engaging with others, or simply exchanging ideasโthe better... I believe that the participants joining the Andaman Dialogues from across the country and abroadโcoming together for two or three days to discuss various issuesโwill foster trust. This could lead to solutions for problems facing individual nations and the entire region."
Additionally, he says, "India was, is, and always will be a maritime nation. Our country is surrounded by the sea on three sides, and history confirms this; our ancestorsโbe it Chhatrapati Shivaji Maharaj, the Chola dynasty, or numerous other kingdomsโactively promoted maritime connectivity. If you travel anywhere, especially across South Asia, you will see evidence of India's influence. 71% of the Earth's surface is covered by water. This means we have access to all those areas where water exists. Recently, at the 'Samudra Manthan' event, the PM stated that seas and oceans do not divide; rather, they connect... It is my beliefโand that of many expertsโthat the 21st century will be a 'maritime century,' and we will strive to ensure it becomes India's maritime century... In this context, the 'Andaman Dialogues' will serve as a crucial link, allowing us to exchange views on significant issues for the benefit of all and potentially aiding in future policy formulation..."

Chairing Session III, Admiral Dinesh K. Tripathi, Former Chief of Naval Staff, Chairman @nmfindia , emphasised that climate-induced disruptions are no longer distant scientific projections or abstract environmental concerns. They have become immediate operational realities that directly tests coastal infrastructure, supply chain resilience and human security.
Guided by its #Mahasagar doctrine, India remains a trusted security partner and first responder at sea. Mitigating these risks demands not just goodwill, but interoperability, information sharing and institutionalised coordination.

๐ Is Marine Spatial Planning just a conservation tool, or is it one of India's most underused strategic assets?
๐ Read the full paper here: maritimeindia.org/marine-spaโฆ
In her latest paper for the National Maritime Foundation, Dr Chime Youdon, Research Fellow and Head of NMF's Resilience, Sustainability and Ocean Resources (RSOR) Cluster, argues that India should treat Marine Spatial Planning (MSP) as a strategic governance tool. Done well, it can integrate critical seabed infrastructure such as submarine cables, pipelines and offshore installations into one interoperable spatial layer. That would strengthen maritime and seabed domain awareness and infrastructure resilience.
The paper traces India's emerging MSP trajectory, from the Puducherry and Lakshadweep pilots to the new agreements with Puducherry and Odisha. It identifies a gap: seabed infrastructure is not yet a consistent, nationally applicable planning category. It draws lessons from the EU, Indonesia and Scotland, and proposes a phased Bay of BengalโNorthern Indian Ocean MSP Working Group with Bangladesh, Sri Lanka and the Maldives, so that India can shape regional marine-data governance across the Indian Ocean.

๐ A port isn't just a cargo gateway. It's a transport hub, a digital interface, an energy node, and a point of contact with coastal communities and marine ecosystems โ all at once. So why do we keep measuring maritime connectivity by cargo volumes alone?
In this article for the National Maritime Foundation, Vice Admiral Pradeep Chauhan (Retd), Director-General, NMF, and Mr Suraj Palavalsa argue for a systems approach to maritime connectivity โ one that looks beyond ships and ports to the full web of physical, trade and transport, digital, energy, ecological, and cultural connections that make up the maritime domain, and the interdependencies between them.
๐ The piece translates this into a concrete agenda for India: a proposed National Maritime Affairs Coordinator to govern connectivity across ministries, a nationally integrated Marine Spatial Planning framework, treating digital maritime infrastructure with the same strategic weight as physical infrastructure, and a time-bound roadmap modelling and expanding on ASEAN's own maritime connectivity blueprint.

India and the Djibouti Code of Conduct: what does a bottom-up approach to regional maritime security look like in practice?
In Part 2 of her article series, Anum Khan traces India's six-year engagement with the Djibouti Code of Conduct and its Jeddah Amendments (DCoC-JA) in the Western Indian Ocean and eastern Africa. Since becoming an Observer in 2020, India has supported all three DCoC-JA Working Groups.
โช๏ธ Information sharing: SOPs for the Information Sharing Network, the first DCoC International Liaison Officer at IFC-IOR, and support for Kenya's National Maritime Information Sharing Centre
โช๏ธ Capacity building: ITEC training, the "Assistance Matrix" and physical assets for littoral States
โช๏ธ Operational cooperation: the Africa-India Key Maritime Exercise (AIKEYME) and support for the "legal finish" to maritime enforcement
The article also looks at the challenges ahead: sustaining NMISCs, aligning overlapping regional strategies, and responding to the resurgence of piracy in the Gulf of Aden.

โ Saudi Arabia has launched a new maritime coalition in an already crowded Indian Ocean, and India isn't part of it.

She asks what is genuinely new about a permanent, Saudi-led command structure for the Red Sea and Gulf of Aden, how it overlaps with existing mechanisms, and why India may be better served by calibrated engagement than by joining.
