State Sen. Liz Krueger…said she’s perplexed as to what triggered the law’s reinterpretation. She said there’s no reason for the “immediacy and the hysteria” state regulators have caused.

Soso Ramishvili was arrested for alleged petty theft. Under the bail reform law, NYPD could've given him a ticket to appear in court, but detained him. He died in lockup before any court appearance–a consequence of Jessica Tisch's regressive Broken Windows approach.
