It's generally understood to mean the information cannot be published at all, not as a direct quote or as a summary, not that it can be published but not attributed - that would be 'on background.' I'm unaware of any major newspaper that treats it differently.

You cannot attribute the info/quote to the source. Anyone who discloses information to a journalist/investigator and expects it NOT to make it to publication/broadcast is a naive fool. Why do they think they're talking to you? This is the same believing the stripper likes you.
