Paying excise to CRA on shipment to gov’t, then waitng months before provincial payment is not feasible for small companies, all provinces should follow.

- still illegal dispensaries everywhere
- still dial-a-dope menus everywhere
- banks extort legal guys with fees
- insurance premiums are rated sometimes 1,000+ percent for legal operators
