Reuters reports that Latvia has blocked a proposed EU deal that would lift sanctions on billionaires Alisher Usmanov and Mikhail Fridman in return for extending sanctions on around 3,000 other Russia-linked individuals and entities for three years. France joined Slovakia in pushing for sanctions on Usmanov to be lifted, while Luxembourg subsequently demanded the same treatment for Fridman. Fridman, meanwhile, is seeking $16 billion from Luxembourg in arbitration and EU diplomats told Reuters that Luxembourg argued its case for maintaining sanctions against him could be weakened if Usmanov were removed from the list. The entire sanctions regime is due to expire at midnight tonight unless all 27 EU members unanimously agree to renew it.
