India might be the focus of China's new export controls on construction machinery. India is not called out explicitly, but China is now prohibiting certain machinery to "sensitive countries and regions that have disputes with China" 与中国存在争议的敏感国家和地区. These include: - Tunnel-boring machines, which China has appeared to limit to India in the past - High-altitude concrete spraying machines (above 3,000 m altitude), which might be about military construction in the Himalayas
China is rolling out even more export controls. Just days after draft export controls on AI, biotech, and solar, China is now adding or updating export controls on dual-use items: - Drones - Construction machinery - Dredging equipment

From flawed analysis to pure polemics, the discourse on #India -#US relations has experienced many pitfalls. Yet @StimsonCenter's Yun Sun sets a new low. Her WOTR piece stands as a remarkably crooked and skewed text that heavily leans into #Beijing 's propaganda. See:

#Chinese #EV cars collecting sensitive #military data in foreign countries!!
Norwegian soldiers discovered that Chinese-owned Volvo rental cars recorded and stored videos during a major military exercise in Oslo from September 14–18. The footage captured soldiers entering and leaving vehicles, their movements, locations and even security codes used to access restricted areas. Despite the discovery, the military continued using the cars due to a lack of alternatives. Source: DN

Something big happened in Chinese elite politics today: Huang Qifan, the former mayor of Chongqing, was placed under investigation for corruption, and the rumor is that it has something to do with P2P lending though there are a bunch of other rumors. This is pretty momentous because Huang is a legendary technocrat who played a critical role in developing Shanghai's Pudong district. He was best known as one of the main architects of Bo Xilai's Chongqing Model, which he once dubbed "Marx plus Reagan." Remarkably, Huang survived Bo's downfall in 2012 and remained mayor until 2016, then took an economic policy advisory role in Beijing. At the time, this was views as the result of his previous economic achievements and technocratic personality, which made him not so politically threatening (He had a COO personality, not a founder.) That's why the charges today are strange. If you spared the COO then, why are you going after him now? From his books and writings, you can tell that Huang doesn't have that instinct for political maneuvering. The guy is an engineer/state planner through and through. As he once described his motto: "follow your heart’s desire without overstepping the line." Whatever the reason, Huang was one of the highest-profile figures of the Chongqing era, providing a rival economic vision to Xi Jinping. With his downfall, that chapter of Chinese politics has come to a close.

For years, #China played cartographic games by renaming places in #ArunachalPradesh. Now that #India has standardized names for 28 strategic locations in #Ladakh, Beijing is visibly rattled. Outsmarted and outplayed! 🇮🇳 #IndiaChina #MEA
#China has never recognized the so-called “Union Territory of Ladakh” unilaterally and illegally established by India and firmly opposes #India’s announcement of so-called standard names, Chinese Foreign Ministry spokesperson Mao Ning said on Tuesday. Mao was responding to a question about a statement by India’s Ministry of Home Affairs announcing standard names for 28 places, including those in disputed border areas and places under China’s actual control, and their inclusion on official maps. The move is illegal and invalid and cannot change the fact that the relevant areas in the western sector of the China-India boundary have always belonged to China, Mao said.

Former mayor of Wuhan has been sentenced to 14 years in jail for corruption spanning 22 years. china.caixin.com/2026-10-10/…
Exactly six years after the Wuhan outbreak, former Wuhan mayor Zhou Xianwang has been expelled from the CCP and stripped of all official posts for “serious disciplinary and legal violations.” Accountability arrives late—and selectively—but the timing is unmistakably symbolic.

Three brand-new luxury vans worth $140,000 each lost their brakes completely during emergency stop tests. All three failed the same way. The Maextro V800, a Huawei and JAC Motors collaboration, hit the market in August at up to a million yuan. In early October, Chinese outlet Dongchedi ran closed-track emergency braking tests on three different V800s from separate production batches. Every single one suffered the exact same failure: the plastic bracket holding the brake pedal cracked after just 2 to 4 hard stops. Once it broke, the foot brake stopped working entirely. Testers had to rely on the emergency parking-gear brake instead, a function the manual itself warns can cause loss of control. Stopping distance roughly tripled. Dongchedi says this wasn't an extreme stress test, just standard emergency braking. Their analysis found the pedal bracket had a longer lever arm than typical, only a single reinforcing layer where comparable vehicles use two or three, and visible stress points from the manufacturing process. Competitor vehicles tested the same way didn't fail. The market reaction was immediate. JAC Motors stock hit its daily limit-down the next trading day, wiping out about $870 million in value in a single session. Maextro's response: the braking system exceeds national safety standards, no failures have been reported in real-world customer use, and they're offering free "optional" upgrades, not a recall. Critics say a safety-critical part with a confirmed design flaw should trigger a real recall, not a voluntary fix buyers have to request themselves. A million-yuan vehicle, marketed as safe and premium, lost its brakes on command, three times in a row.

‼️ retired PLA major general Wang Jianzheng (王建政) ‼️ August Hanning, the former head of Germany’s answer to MI6, who has been arrested on suspicion of passing highly classified information to a foreign spy agency, is also feared to have provided sensitive details to a high-ranking Chinese military official. Hanning, 80, who ran the BND intelligence service from 1998 to 2005, is facing charges of attempted treason and espionage on behalf of a foreign country in one of Germany’s most serious spy scandals since the Second World War. He is accused of obtaining nearly 2,000 internal documents through his former chief of staff, Manfred Dankesreiter, from 2010 to 2012. He is alleged to have used some of them to prepare an analysis for an officer from a foreign intelligence agency, reported to be Azerbaijan. The German public prosecutor general’s office also claimed that Hanning was in “close contact” with an employee from another foreign spy agency and supplied him with confidential “political information”, partly based on the BND files, over several years. This employee was reportedly Wang Jianzheng (王建政), a retired Chinese army major general who had also spent 23 years as a military diplomat in Germany, Austria and Switzerland. Wang had first been posted to East Berlin in 1987-90, at the end of the socialist German Democratic Republic, and returned twice after reunification, most recently from 2009 to 2013. Now regarded as one of Beijing’s most influential experts on Germany, he continues to work for the China Institute for International Strategic Studies, a state think tank under the aegis of the Chinese military.  Wang, who had thanked Hanning for his “insights and explanations” in the foreword to a 2017 book, appears to have met the former BND president at several conferences. They also sat together on the board of advisers for a German-Chinese “eco-park” in Qingdao, Shandong province. thetimes.com/world/europe/ar…

#Chinese phone scammers now operating from #Malaysia !!
A Chinese scam syndicate believed to have operated in Cambodia for nine months has turned up at an abandoned resort in Malaysia, running a 24-hour call center powered by generators and 11 Starlink satellite internet systems. Malaysian immigration authorities raided the remote property in Sungai Lembing earlier this week, arresting 98 people, including 88 Chinese nationals, one Cambodian woman and three Malaysians. Investigators seized 120 computers and 100 phones. The syndicate had reportedly been operating there for three months, paying RM30,000 a month in rent and using guards to monitor access to the property. According to immigration officials, passport records indicate the group had previously operated in Cambodia and spent time in Vietnam, moving between countries to avoid detection. Employment contracts recovered during the raid offered workers RM3,000 a month, with commissions for meeting targets and penalties for falling short. Authorities are now investigating whether some of those arrested were recruited through fraudulent job offers and forced to work at the compound.

Vital warning by @PLMattis & @chrisnyeeee in @WarOnTheRocks! “The #China #Aerospace Studies Institute @CASI_Research will linger in a kind of half-life and may yet recover. Hopefully, it will regain its budget and billets before its expertise scatters. 10 civilian billets are a rounding error in the Air Force @usairforce budget. Restoring them requires only that someone with the power of the purse decides the mission matters. We need more of these institutes, not fewer, and more institutional support to sustain #OpenSource analysis of America’s greatest rival. With one fewer, the role of places like the China Maritime Studies Institute @ChinaMaritime at the U.S. Naval War College @NavalWarCollege and publications like Jamestown’s @JamestownTweets China Brief @ChinaBriefJT become all the more important.”
