یہ اُن بگڑے ہوئے اور مغرور لوگوں کے منہ پر ایک زوردار طمانچہ ہے جو غریبوں کو اپنے سے کمتر انسان سمجھتے ہیں اور یہ گمان کرتے ہیں کہ دولت اور طاقت کے بل بوتے پر وہ قانون سے بالاتر ہو سکتے ہیں اور جو چاہیں کر کے بچ نکلیں گے۔ بطور وزیرِ اعلیٰ پنجاب، میں مظلوموں کے ساتھ کھڑی ہوں، چاہے اُن پر ظلم کرنے والا کتنا ہی طاقتور کیوں نہ ہو۔ کسی کی دولت، اثر و رسوخ یا سیاسی تعلقات اُسے قانون کے کٹہرے میں جواب دہ ہونے سے نہیں بچا سکتے۔ انصاف صرف امیر اور طاقتور لوگوں کا حق نہیں، بلکہ ہر شہری کا بنیادی حق ہے۔ قانون سے بالاتر کوئی نہیں، اور کسی مظلوم کو محض اس لیے تنہا نہیں چھوڑا جا سکتا کہ اُس کے خلاف کھڑا ہونے والا شخص دولت اور طاقت رکھتا ہے۔ میرا عزم واضح ہے: مظلوم کو انصاف دلانے کے لیے ہر ممکن کوشش کی جائے گی، اور کسی کو بھی اپنے پیسے یا طاقت کے بل بوتے پر قانون سے بچ نکلنے کا حق نہیں دیا جا سکتا-

Water theft is a serious problem in rural areas, particularly during the irrigation season. As we approach the upcoming wheat season, I have directed the Irrigation Department and district administrations to ensure that no one, regardless of their wealth, influence or status, is allowed to steal water from farmers, especially those at the tail end of the irrigation system. I am committed to ensuring that every drop of water reaches farmers according to their rightful share. No one will be allowed to deprive poor farmers of their water rights. The law must apply equally to everyone, and strict action must be taken against those involved in water theft.

دیہی علاقوں میں پانی چوری ایک سنگین مسئلہ ہے، خصوصاً نہری پانی کی تقسیم کے موسم میں۔ گندم کی آنے والی فصل کے پیشِ نظر، میں نے محکمہ آبپاشی اور ضلعی انتظامیہ کو واضح ہدایات جاری کر دی ہیں کہ کسی بھی شخص کو، خواہ وہ کتنا ہی بااثر، دولت مند یا طاقتور کیوں نہ ہو، کسانوں کے حصے کا پانی چوری کرنے کی اجازت نہ دی جائے۔ بالخصوص نہری نظام کے آخری سرے پر واقع زمینوں کے کاشتکاروں کے حقوق کا تحفظ یقینی بنایا جائے، کیونکہ پانی کی قلت کا سب سے زیادہ نقصان اکثر انہی کسانوں کو اٹھانا پڑتا ہے۔ ہر کسان اپنے جائز حصے کے پانی کا حق رکھتا ہے، اور میں اس بات کو یقینی بنانے کے لیے پُرعزم ہوں کہ پانی کا ہر قطرہ اپنے اصل حق دار تک پہنچے۔ کسی بااثر شخص کو غریب کسانوں کے حق پر ڈاکا ڈالنے یا ذاتی مفاد کے لیے آبپاشی کے نظام کا ناجائز فائدہ اٹھانے کی اجازت نہیں دی جائے گی۔ قانون سب کے لیے برابر ہے۔ پانی چوری میں ملوث پائے جانے والے ہر شخص کے خلاف بلاامتیاز اور سخت قانونی کارروائی کی جائے گی، چاہے اس کا تعلق کسی بھی طبقے سے ہو یا وہ کتنا ہی بااثر کیوں نہ ہو۔ کسانوں کے آبی حقوق کا تحفظ کوئی احسان نہیں، بلکہ ہماری ذمہ داری ہے، اور اس ذمہ داری کو ہر صورت پورا کیا جائے گا انشاءاللّٰہ۔
