Of all the images a crypto project could pick, Yellow picked Munchkinland.
Not the castle. Not the tornado. Not the wizard. That specific scene.
And if you don't know what's happening in that frame, it's worth knowing, because it is not a children's moment.
A house has just fallen on the Wicked Witch of the East. The coroner has been fetched to confirm it. He produces a certificate and formally declares the old power dead, not mostly dead, properly dead, signed and documented.
Only then do they point Dorothy at the gold road.
The old system has to be certified finished before anyone's allowed to start walking.
Now the part that makes this a lot less innocent.
Scholars have read The Wizard of Oz as a monetary allegory since 1964, and the reading got a full academic treatment in the Journal of Political Economy in 1990.
The yellow brick road is the gold standard.
In the book, which came out in 1900, Dorothy's slippers are silver. Hollywood changed them to ruby in 1939 because it looked better in Technicolor. The silver got quietly removed from the story, which is the single most on the nose thing in film history.
Oz. As in oz. As in ounce.
The Emerald City is the greenback. Green paper that everyone agrees has value because everyone agrees.
And at the end of the gold road, the all powerful wizard turns out to be a small nervous man operating a curtain and a loudspeaker.
Here's my favourite part and I promise it's real. The Cleveland Fed and the Chicago Fed have both published this reading themselves. The central bank teaches the gold standard allegory to schoolchildren as classroom material.
They are not hiding it. They're proud of it.
And Dorothy, obviously, is from Kansas.
I wrote about Kansas yesterday. I wasn't expecting the sequel this fast.
Follow the yellow brick road. Just remember what's waiting behind the curtain at the end of it. 🫡

That’s exactly why we refer to them as the Big Bank Cartel. They don’t serve America or their customers. They only serve their own pocketbooks and power. Stop believing they will actually protect your money when they’ve proven they’ll use your own law-abiding activity against you.

Here’s the angle I’d use: 10 regulatory details buried in the OCC’s 721-page GENIUS Act rule that could reshape who issues stablecoins, who controls the infrastructure, and who benefits.🚨 10 HIDDEN GEMS IN THE OCC’S 721-PAGE GENIUS ACT RULE
The press release barely scratches the surface.
1. TRUST BANKS CAN ISSUE STABLECOINS
Uninsured national trust banks have a federal issuance pathway. Think Ripple, Anchorage, Paxos.
2. EXISTING ISSUERS GET A HEAD START
Potential temporary waivers while approval is pending. New entrants generally must wait.
3. MULTIPLE BRANDS, ONE ISSUER
White-label stablecoin issuance is contemplated. Huge for Paxos, BitGo and Anchorage.
4. SPV ISSUERS ARE ALLOWED
Separate issuers can back their own coins. The OCC removed consolidated issuance language, subject to anti-evasion safeguards.
5. NO FEDERAL NODE REGISTRY
The OCC denied a petition seeking blockchain node KYC and a federal node registry. AML rulemaking remains separate.
6. MINTED ≠ OUTSTANDING
Issuer-held tokens generally don’t count until issued to third parties. Repurchased and retired tokens also reduce outstanding supply.
7. WRAPPED STABLECOINS GET DISTINCT TREATMENT
Wrapped tokens generally aren’t automatically treated as payment stablecoins.
8. RESERVE RULES FAVOR U.S. BANKING INFRASTRUCTURE
Qualifying deposit reserves must be at insured depository institutions. Foreign bank custody is distinctly separate.
9. APPROVAL HAS A CLOCK
30-day completeness review. 120-day decision period once substantially complete.
Statutory deemed-approval mechanism.
10. THE $10 BILLION TRIGGER
Certain state-regulated issuers crossing $10B face federal transition requirements, including a 360-day deadline or limits on new issuance.
🚨 FINAL THOUGHT
THE OCC IS BUILDING THE REGULATED INFRASTRUCTURE FOR A MUCH LARGER DIGITAL-DOLLAR MARKET.
Issuance. Custody. Reserves. Compliance. Distribution.
The advantage increasingly belongs to companies that already have the infrastructure, relationships and regulatory readiness:
Anchorage
Paxos
Circle
And Ripple.

Bessent

Possibly my new #1 takeaway:
The @USOCC is creating a pathway where a federally supervised trust bank can potentially serve as the issuance, custody, and compliance infrastructure behind MULTIPLE stablecoin brands.

🚨 OCC / GENIUS ACT — WINNERS & LOSERS
🟢 WINNERS
Ripple / RLUSD / Ripple Custody — Regulatory head start.
Anchorage / USAT / BitGo / USD1 / Paxos — Existing issuance infrastructure.
U.S. Treasuries / USD — Growing reserve demand.
OCC / SEC / CFTC / America — Regulatory leadership.
Attorneys & Compliance Firms — Expensive expertise becomes essential.
🔴 LOSERS
Big Banks — Deposit competition.
Community Banks — Deposit pressure, fewer resources.
Tether / USDT — Offshore regulatory pressure.
New Stablecoin Issuers — Higher barriers to entry.
Undercapitalized Issuers — Compliance costs.
Regulatory Arbitrage — Closing loopholes.
🚨 #1 TAKEAWAY
EXISTING ISSUERS MAY KEEP OPERATING WHILE AWAITING APPROVAL.
NEW ISSUERS GENERALLY MUST WAIT FOR APPROVAL BEFORE STARTING.
The OCC hasn’t even opened applications yet.
Regulatory readiness is becoming a competitive moat.
January 18, 2027. ⏳
At the @USOCC, we have worked diligently and expeditiously to deliver the GENIUS Act final rule ahead of schedule to support President Trump's vision and @SecScottBessent's leadership to grow the economy and lead the global digital currency revolution.
Today marks the birth of a new industry having a federal framework for payment stablecoins in the digital age. It also brings us back to our original mission when the OCC was charged with the responsibility for organizing and administering a system of nationally chartered banks and a uniform national currency.

🚨 OCC / GENIUS ACT: THE RELEASE VS. REAL DEAL
Everyone is sharing the headline.
I’m interested in the language buried in the docs.
2 MAJOR DOCUMENTS.
2 Instruct/Reporting docs.
3 VERY DIFFERENT SIGNALS.
#1 — Bulletin 2026-50 | ~721 Pages
The final rule implementing the GENIUS Act.
The regulatory framework: reserves, redemption, capital, risk management, custody, and supervision.
📄 occ.gov/news-issuances/news-…
#2 — Bulletin 2026-51 | ~13 Pages
THIS is where things get interesting.
EXISTING U.S. ISSUERS: POTENTIAL CONTINUITY.
Existing issuers may qualify for temporary waivers allowing them to continue issuing stablecoins while their applications are pending.
@Anchorage
@Paxos
@Ripple
@circle
Prospective new issuers?
No comparable general presumption of relief.
Read that again: An existing issuer may be allowed to KEEP OPERATING while a new competitor must WAIT for approval.
Not automatic grandfathering, but potentially enormous 1st-mover advantage.
📄 occ.gov/news-issuances/news-…
#3 — Bulletin 2026-52 | Reporting Requirements
Payment Stablecoin Activity & Weekly Reserve Reporting.
The OCC is establishing the reporting infrastructure to monitor issuance, reserves, and ongoing compliance.
This isn’t just about permission to issue.
It’s about continuous regulatory visibility.
📄 Reporting Forms:
occ.gov/news-issuances/bulle…
📄 Reporting Instructions:
occ.gov/news-issuances/bulle…
THE LANGUAGE:
“The OCC intends to accept applications and waiver requests soon after OMB approves of the information collection related to the application forms.”
The OCC will separately announce when applications and waiver requests open.
Meaning the new federal application process isn’t open yet.
Meanwhile, established issuers have already spent years building regulatory relationships, reserve custody arrangements, compliance infrastructure, and distribution networks.
BIGGER PICTURE
Regulatory readiness is becoming a competitive moat.
The advantage isn’t simply who can launch a stablecoin. It’s who can continue operating, satisfy federal supervision, and scale while competitors navigate the approval process.
Circle. Paxos. Anchorage. Ripple.
Different regulatory positions. Different levels of readiness.
Worth watching closely.
Jan-18 2027 is the effective date.
The question isn’t just who gets approved. It’s who gets to KEEP OPERATING while everyone else waits.
That line likely shapes the U.S. stablecoin market for decades to come — before the next wave of issuers can even enter.

The US government just finalized the GENIUS Act rules today, and it completely changes the stablecoin game.
Starting January 2027, every stablecoin in the US must be 100% backed by cash and US Treasuries. The era of sketchy, unverified reserves is officially dead.
This is a massive cheat code for fully compliant tokens like Circle’s USDC and Ripple’s RLUSD. Big bank money is now legally cleared to pour straight into them 😉
On the flip side, offshore tokens like Tether (USDT) get hit with a "foreign issuer" tag. This makes it a massive legal headache for US exchanges to hold them 🤯🧨📉
