it's just a pattern you'll see if you like history and human psychology. this is a well known technique.
1. Emphasize or amplify threat
2. Produce fear, urgency, or public revolt/action
3. Offer policy, institution, or restriction as the solution
in political science it's called securitization. the psychological mechanism is fear appeal, framing, and availability heuristic.

This literature makes people extremely angry and has engendered unlimited calls for retracting the studies.
But the results just keep replicating. They are highly reliable and highly predictive, far beyond virtually any other socially important findings in psychology.
