SEVEN STREAMS. ONE VISION. A NEW HORIZON.
SAPTĀDHĀRĀ
A Pathway to Shared Prosperity
A flagship initiative of @RIS_NewDelhi and @DakshinNews, Saptādhārā seeks to bring India’s development vision into sustained policy dialogue with a wider global perspective.
The initiative draws inspiration from Hon’ble Prime Minister Shri @narendramodi's 80th Independence Day address, where he invoked Saptadhara as seven streams of strength to propel India towards Viksit Bharat 2047:
“Today, from the ramparts of the Red Fort, I invoke these seven streams (Saptadhara) of power before the country. In the coming 5-7 years, what could not be done in the last 5-7 decades, with the strength and power of Saptadhara, we will give the country new heights, new momentum and the ability to achieve new goals.”
The seven streams encompass Manufacturing; Agriculture and Food Processing; Technology and Innovation; Gati Shakti; Defence; the Green and Blue Economy; and Soft Power.
Building on this vision, Saptādhārā will convene policymakers, scholars and thought leaders for high-level dialogues exploring India’s development priorities, their international dimensions and their relevance for the Global South.
As India advances its development journey, Saptādhārā will create space for its experiences, ideas and policy insights to inform wider conversations across the Global South, strengthening South–South cooperation and exploring pathways to shared prosperity.
SAPTĀDHĀRĀ | COMING YOUR WAY SOON.

On #WorldFoodDay, Prof. @SKSharma_World, Director General, @RIS_NewDelhi , and @glswathi15, Consultant at RIS, examine how India’s 2014 stand at the WTO helped safeguard farmers’ livelihoods and the food security of millions of vulnerable families, amplifying the voices of many developing countries.
World Food Day | When India Said “No”: A Stand That Still Protects Food Security
In July 2014, barely two months after PM @narendramodi took office, India said “no” to advancing the Trade Facilitation Agreement at the WTO. Despite international criticism, it held firm.
Why did the government hold firm, and what do international trade rules have to do with India’s food security and farmers’ livelihoods? How does that stand continue to help safeguard food security and livelihoods for millions?
Ahead of World Food Day on 16th October, my article in Business Standard, co-authored with @glswathi15, examines:
1. The constraint: WTO agriculture subsidy limits and outdated 1986–88 reference prices put MSP-backed food security programmes at risk of legal challenges.
2. The 2014 breakthrough: Negotiations and diplomatic engagement involving PM Modi, the then Commerce Minister, Smt. @nsitharaman, and India's then Ambassador to the United States, @DrSJaishankar, helped secure continued safeguards for public stockholding programmes.
3. Policy space that matters: The 2014 stand safeguards public stockholding from legal challenges, supporting procurement from farmers and distribution to vulnerable families. It proved to be crucial during COVID-19, when around 80 crore people received additional free foodgrains.
4. An unfinished agenda: Under the leadership of Shri @PiyushGoyal, Union Minister of Commerce and Industry, India continues to work alongside over 75 WTO members towards a permanent solution, while seeking to preserve existing safeguards against dilution.
5. No one-size-fits-all approach can ensure food security.
