I am proud to announce the launch of the National Precious Metals Refinery at Bole Lemi Special Economic Zone, established through a partnership between Ethiopian Investment Holdings (EIH) and Sam Precious Metals.
With a capacity to process over 600 tonnes of precious metals annually, the refinery marks a major milestone in advancing domestic value addition, strengthening Ethiopia’s mining sector, and positioning our country as a regional hub for precious-metals refining.
This initiative reflects the Medemer government’s commitment to linking our productive resources with industrial capacity—boosting export earnings, creating skilled jobs, supporting the jewellery industry, and building a more transparent and competitive gold value chain.
From resource extraction to industrial transformation, we are creating greater value at home.
H.E Moses Engadu, Secretary-General AMSG retweeted
At the heart of the Medemer Grand Strategy is a clear objective: we must stop exporting our raw materials and instead refine them right here at home. For Ethiopians and Ethiopia, this industrial shift creates stable high-skilled technical jobs and keeps resource wealth within our borders to fund public services like schools, healthcare, and roads.
The launch of the new precious metals refinery at the Bole Lemi Special Economic Zone brings this dream to life. By processing our natural wealth locally, we protect our economy, boost national capability, and ensure our resources directly improve daily life. The Medemer Government is transforming Ethiopia’s raw potentials to national pride and capability, this is Medemer working for every Ethiopian.

Africa’s resource-development challenge is increasingly one of coordination. The continent has minerals needed by the global economy, energy resources capable of supporting industrial growth and significant opportunities for infrastructure investment.
Yet the economic benefits depend on whether these assets can be connected to reliable power, transport, processing, finance, technology, skilled labour and markets. afnisinsights.com/2026/10/09…

In my several decades of very close relationship with Dele Alake @AlakeDele, I have known him as a steady hand, a forthright, upright, loyal, and committed ally.
He is straight and unequivocal. You always know where he stands on issues.
On the occasion of his 70th birthday today, October 6, I rejoice with him, his immediate family, friends, and associates. I celebrate with him for the grace of joining the Club of Septuagenarians.
In his professional and public service life, Dele has built a reputation for hard work, excellence, and an unquenchable thirst for delivering results.
At the heart of all his human endeavours is the quest for equity and social justice.
In journalism, where he devoted most of his professional working life, he excelled beyond measure as a frontline journalist and editor. He courageously used his pen to confront the ills and malaise that plagued our country.
During Nigeria's darkest hours under military rule, he was a journalist of conscience who fought on the front lines against dictatorship and abuse of human rights, and for the restoration of democratic governance.
In public service, his creative and enterprising spirit served him well as my Commissioner for Information and Strategy in Lagos State for 8 years. He redefined government information management and became a clear example of political strategy and public communication.
In unfamiliar and uncharted territories, Dele has an inexhaustible capacity to function and deliver results effectively. It is no wonder that his work as Nigeria's Minister of Solid Minerals continues to draw local and global admiration, earning the trust of his colleagues across the continent as the Chairman of the Africa Minerals Strategy Group (AMSG).
On his 70th birthday celebration, my prayer for Dele is that the Almighty grant him more years in good health as he continues his service to God, country, and humanity in general.
Happy birthday and many happy returns to my confidante, brother, and buddy.

THE 2-DAY 15th ANNUAL MINERAL WEALTH CONFERENCE (MWC2026) closed WITH BOLD REFORMS AND REGULATORY DIRECTIVES
I reaffirmed the Government’s commitment to transforming Uganda’s mining industry from an informal sector into a structured, high-value economic driver outlining strategic policy updates aimed at expanding the sector’s GDP contribution.
The high-level engagement summit, organized by the Uganda Chamber of Energy and Mines (UCEM) in partnership with the Ministry of Energy and Mineral Development (MEMD) brought together 1,112 international delegates across 30 countries, 81 exhibitors, and 96 speakers. Notable public figures in attendance included former Minister of Energy and Mineral Development, Hon. Dr. Ruth Nankabirwa and the United Kingdom’s Lord Krish Rava during his exploratory investment visit to Uganda.
A major milestone to note is the ongoing formalisation of artisanal and small-scale miners. Through the Ministry's Biometric Registration of Artisanal Miners (BRASIM) online system, 9,187 artisanal miners have been registered nationwide. MEMD has gazetted 39 designated areas, issuing three artisanal licences and 15 small-scale licences as local miners upgrade.
MEMD will treat the conference communique's six recommendations as an active operational roadmap, committing to digitised geological data, improved state-of-the-art analytical testing laboratories, and blended financing structures.
The after cocktail had recognition for Private-sector trailblazers like Wagagai, Woodcross,Tembo Steel, Consolidated Africa for Graphite, and the Makutu Rare Earths Project as benchmarks for local processing and value addition.
MEMD has committed to adopting the conference communique as a binding working agenda, promising direct progress tracking.

From Exploration to Markets: AMSG Pushes Africa’s Mineral Value-Chain Agenda in Cairo.
Africa’s mineral opportunity increasingly lies in connecting the entire chain, from geological intelligence and exploration to infrastructure, processing, finance and markets. The Cairo Roundtable places that connected value chain at the centre of the continent’s minerals investment agenda.

Following the Third AMSG High-Level Roundtable in New York, the conversation continued in Cairo, Egypt, with another high-level gathering focused on one of Africa's most consequential questions:
How do we transform geological potential into competitive, investable mineral value chains; and connect them to global markets?
On 27 September 2026, the Africa Minerals Strategy Group (AMSG) convened its Ministerial & CEO Roundtable as part of the official programme of the Egypt Mining Forum 2026.
Under the theme:
“From Exploration to Markets”
Ministers, CEOs, investors, Development Finance Institutions, sovereign wealth funds and strategic partners came together for an action-oriented dialogue on:
Geological Data.
Mineral Value Chains.
Responsible Sourcing.
Long-Term Supply Chain Security.
The discussion was structured around three Strategic Assurance Pillars:
🔹 Development Assurance: building the geological intelligence, infrastructure, processing capacity, technology and skills required to create value.
🔹 Policy Assurance: creating the regulatory certainty, responsible sourcing frameworks, regional cooperation and market access needed to strengthen confidence.
🔹 Financial Assurance: mobilising the long-term capital, off-take financing, blended finance and strategic partnerships required to make Africa's mineral projects bankable.
The Cairo conversation reinforced a central principle:
Africa's mineral future will be determined not simply by what the continent possesses, but by what it builds, finances and secures together.

Yesterday at the Egypt Mining Forum 2026 held under the patronage of H.E. President Abdel Fattah El-Sisi of the Arab Republic of Egypt.
During the Strategic Ministerial Panel on "Unlocking Egypt and the Arabian Nubian Shield's Exploration Potential," I outlined Uganda's strategic shift from raw mineral exports to in-country beneficiation and value addition.
Uganda is endowed with graphite, rare earth elements, copper and development minerals. Our priority is to move beyond exporting raw materials to producing high-value products that create jobs, build industry and increase our contribution to GDP.
We are intentional now with emphasis on three priorities:
1. Transparent and competitive licensing
2. Credible geological data to de-risk investment
3. Regional cooperation on downstream processing and responsible sourcing
On the sidelines of the Forum, the I also held bilateral meetings with H.E. Eng. Karim Badawi, Minister of Petroleum and Mineral Resources of Egypt, fellow African Ministers from DRC, Ghana, Tanzania, Nigeria, Kenya and Saudi Arabia, and development partners including the World Bank Group, EBRD and Afreximbank.
Uganda reaffirmed its commitment to the Africa Minerals Strategy Group (AMSG) and to building an integrated, sustainable mining ecosystem across Africa.
I wish to express my profound gratitude to the Ministry of Petroleum and Mineral Resources, and the Mineral Resources & Mining Industries Authority for the warm hospitality extended to me and the Ugandan delegation during the Egypt Mining Forum 2026.
The excellent organization and substantive discussions have provided a strong foundation for deeper cooperation between our two countries.
I look forward to continued engagement and exchange on regional value addition and investment.

The discourse on building competitive mining jurisdictions in Africa is both urgent and necessary, particularly as global competition for mining investment intensifies.
At the Egypt Mining Forum, I joined colleagues from Uganda, Tanzania and the Democratic Republic of Congo to share perspectives on what African countries are doing to attract, retain and sustain mining investment.
It is imperative for African countries to strengthen cooperation and establish competitive mining corridors that enhance regional value chains, improve infrastructure and position the continent as a preferred destination for responsible mineral investment.

Today, I attended a high-level roundtable meeting organised by the African Minerals Strategy Group in collaboration with the Ministry of Petroleum and Mineral Resources of the Arab Republic of Egypt.
The meeting, held on the sidelines of the Egypt Mining Forum in Cairo, comes at a critical moment when Africa explores innovative financing mechanisms to develop competitive and sustainable mineral value chains across the continent.
Discussions focused on tax and royalty frameworks, policy realignment, and the enabling infrastructure required to unlock investment, including ports, reliable power supply, and efficient logistics.
We underscored the need for stronger alignment between governments and the private sector to mobilise the estimated US$1.7 trillion required to realise Africa’s mineral-development aspirations.
Such collaboration will be essential to support local value addition, industrialisation, job creation, and Africa’s meaningful participation in global mineral supply chains.

FROM RESOURCES TO WEALTH | A MESSAGE THAT RESONATES BEYOND THE ROUNDTABLE
The conversation did not end when the doors of the Third AMSG High-Level Roundtable on Critical Minerals Development in Africa closed in New York.
It continued onto the global stage. In his address to the 81st United Nations General Assembly, Vice President of the Federal Republic of Nigeria, H.E. Kashim Shettima, GCON, articulated a vision that closely echoes the central ambition of the Roundtable:
Africa must move beyond the export of raw materials and capture greater value through industrialisation, manufacturing, technology and regional economic integration.
Speaking on Africa's economic future, the Vice President highlighted the transformative potential of the African Continental Free Trade Area to strengthen regional value chains, expand intra-African trade, promote industrialisation and attract investment.
He also called attention to the importance of innovative financing, including private capital, blended finance, South-South cooperation and strategic partnerships; approaches that sit firmly within the AMSG agenda for financing Africa's mineral future.
And perhaps most importantly, he stated:
“Our abundant natural resources must become engines of shared prosperity rather than sources of perpetual dependency.”
That message speaks directly to the question at the heart of the Third AMSG High-Level Roundtable:
How does Africa move FROM RESOURCES TO WEALTH?
The answer requires more than extraction.
It requires value addition.
Regional value chains.
Industrialisation.
Technology and knowledge.
Innovative financing.
Continental cooperation.
The Third AMSG High-Level Roundtable brought these priorities together in New York under one strategic agenda: Mineral Value Addition, Data Sovereignty, Innovative Financing and Critical Minerals Security.
From the Roundtable to the UN General Assembly, the message is increasingly clear:
Africa's mineral wealth must become a foundation for African industrial capacity, African value creation and shared African prosperity.
H.E Moses Engadu, Secretary-General AMSG retweeted
Under our Renewed Hope administration, Nigeria remains open to partnerships that deliver meaningful benefits at home and create opportunities for our people.
I welcome the agreement signed in New York by the Minister of Solid Minerals Development, Dele Alake @AlakeDele, and US Deputy Secretary of State Christopher Landau to deepen American investment in Nigeria’s mining sector and help unlock the potential of our mineral resources, estimated at about $700 billion.
From the beginning, we made a deliberate choice to move Nigeria away from simply extracting and exporting raw minerals. We tied new mining licences to local value addition and have worked to attract investment into processing and refining here at home.
That policy is already producing results. New processing plants are being established, billions of dollars in investment commitments have entered the sector, and investor interest in Nigeria’s critical minerals continues to grow.
Our ambition now is to deepen this progress across the entire mining value chain, from exploration and extraction to processing, refining and manufacturing.
At every stage, Nigerians must benefit. Our geologists, engineers and technicians must find work. Our young people must acquire new skills. Local contractors, transporters and suppliers must have opportunities to build businesses. Processing closer to where minerals are found should bring industry, infrastructure and better livelihoods to mining communities.
We are also changing what Nigeria sells to the world. We want to process more here, manufacture more here and export higher-value products.
The agreement with the United States builds on the progress we have already made. We welcome partners who bring capital, technology and expertise and are prepared to create value with us here in Nigeria.
Our mineral wealth must create Nigerian jobs, grow Nigerian businesses and bring greater prosperity to the communities where these resources are found. This is how we turn the reforms we have made into opportunities for every Nigerian.
