Engineers should have some room to experiment because it often leads to better solutions. But if experiments start replacing work on the core product, that's a management and prioritization issue. Clear goals and accountability should prevent that.
Agree but i think if you really plan your output and desired work and plan each things with proper distribution your $200k engineer has to work anyway to give real output, if the plan and system is loose then engineers can play with you too.
