High AI usage, low AI maturity. Classic PH.
We Don’t Have an AI Problem. We Have a Policy Problem
Most AI policy is written from the top down. AI itself is not.
People are already using it, students, workers, small businesses, and communities. The challenge is no longer adoption. It is whether policy reflects real life.
That is why we chose a bottom-up approach, built on four pillars: Education, Engineering, Enforcement, and Ethics.
Read our report: kas.de/documents/275121/4190…
Education matters because people are using AI faster than they are being taught how it works. Teachers need training. Families need inclusion. Literacy must be practical and shared early.
Engineering reminds us that AI depends on power, data, and connectivity. Without strong foundations, communities stay dependent on systems they do not control. Engineering policy is about building capacity, not just tools.
Enforcement showed us that fear-based rules fail. When laws are slow or overly punitive, AI use simply goes underground. Smart enforcement guides, adapts, and builds trust.
Ethics ties it all together. Ethics is protection. Without it, AI can spread misinformation, deepen inequality, and harm the most vulnerable. Ethics must live inside institutions, not just words.
The message is clear: policy must meet practice.
If AI is being built from the ground up, governance must follow. It is time to finally marry policy with practicality.

JET-SETTER TO URBAN POOR BODY COMMISSIONER?!
Zofia S. Canlas, whose social media posts feature her travels to ritzy tourist spots in Italy, Spain, France, Greece, and US, has taken her oath as commissioner of the Presidential Commission for the Urban Poor (PCUP).
A De La Salle University graduate with a degree in Biology major in Medical Biology, Canlas previously served as PCUP chief of staff and was the first nominee of the Batang Quiapo party-list in the 2025 elections.

Hey John, check if these numbers correlate with what you see. Just finished a briefing with Regis on this. More to come. REIT exposure to BPO rents. MREIT is reporting declining rent/sqm/month.

The biggest risk to PH BPO may not be job loss. It may be losing where the value sits.
AI is shifting work from task execution to orchestration, judgment & outcomes.

BREAKING: PHILIPPINE ICT SECRETARY HENRY AGUDA RESIGNS ACCORDING TO OMBUDSMAN REMULLA
Malacañang has accepted the resignation of DICT Secretary Henry Aguda. Ombudsman Jesus Crispin “Boying” Remulla announced this DZRH Radio's program "Executive Session" this Saturday, October 10.
My sources are usually correct, they just take time to be correct.
The Marcos administration is said to have sacked ICT Secretary Henry Aguda after his repeated public missteps; including doubling down on his handling of banning Discord in the Philippines, concerns of corruption of a free public Wi-Fi project by the DICT which is now being scrutinised by the Ombudsman, and mishandling of public relations on social and mainstream media with his pronouncements despite political advise against making such appearances.
The tipping point was reportedly his recent appearance at the BitDigest Roundtable on social media safety last week. During that roundtable. Me. Aguda met with representatives of the local tech sector, where he gave unsatisfactory answers to questions concerning his brief ban of Discord. Mr. Aguda was advised against attending that roundtable but chose to do so anyway.
My sources also say Globe Telecom's first AI chief Anton Bonifacio is leading the list to replace Mr. Aguda as ICT Secretary. Seems like a competent guy with experience in tech. He recently resigned from Globe Telecom.
Other people being being considered at the moment are DICT Undersecretary Monchito Ibrahim, VP of the Analytics and Artificial Intelligence Association of the Philippines (AAP) and member of the National Innovation Council; and ICT Undersecretary for E-Government David Almirol Jr., former CEO of Multisys Technologies Corporation.
We at @cirrolytix Research Services are proud to have been present at the BitDigest Roundtable, playing a small role in our nation's democratic process by asking the tough but fair questions meant to hold our public officials like Aguda to account. I am so honored to have personally represented Cirrolytix at that forum on behalf of our founder, Mr. @docligot and CEO @FCTayco.
