I can say this now... I have been using the Windows Dev Kit 2023, aka Project Volterra, for about two months now, as a daily driver, using WSL on Arm, and building open source Windows on Arm apps. It is so quiet, cool, and fast. I increasingly go to it over my big Lenovo tower.
