Manchester is a relative success and Glasgow has been underperforming apparently. But is that what the data actually shows? The paper itself doesn't seem to offer any. Glasgow has the same productivity as Greater Manchester?! And that productivity has grown (very slightly) more?

Hard asks (she was never doing this)
1/ Concede that Scotland voted for devolution, and grant it.
2/ Return nationalised industries to municipalities where they came from, not privatisation (unless local gov. wanted that).
3/ Don't do right to buy. They're not national gov homes!

Forwarding a comment from Paul Stallan via Sarah. I find little to disagree with here, though i know many would say ‘how are we going to get there’?
