CAPT. NAJOMO INAUGURATES NATIONAL AIR TRANSPORT ECONOMIC OVERSIGHT COMMITTEE TO DRIVE ECOWAS AVIATION REFORMS
The Director General Civil Aviation (DGCA), Capt. Chris Najomo, has inaugurated the National Air Transport Economic Oversight Committee (NATEOC) to serve as Nigeria’s primary national coordinating platform to assess compliance, identify implementation gaps, recommend policy adjustments, and monitor progress towards fulfilling regional aviation policy obligations.
Delivering the keynote address at the inauguration ceremony held at the Authority's Corporate Headquarters in Abuja on the 14th October, 2026, Capt. Najomo, represented by the Director, Air Transport Regulation, Mrs Olayinka Babaoye-Iriobe, highlighted other responsibilities of the committee to include designing an implementation roadmap, reviewing compliance alongside legislative and regulatory measures, ensuring official publication in the national gazette, and collaborating closely with relevant regional institutions.
Recall that the Economic Community of West African States (ECOWAS) Authority of Heads of State and Government, during its 66th Ordinary Session held in Abuja on the 15th December, 2024, adopted the Supplementary Act A/SA.2/12/24, which addresses the common policy on aviation charges, taxes, and fees across member states.
The Act, as a major regional aviation reform policy, is aimed at reducing prohibitive
air travel costs, boosting transparency in aviation services, strengthening economic oversight, and fostering healthy competition within the regional air transport market.
Elaborating on the committee's specific mandate, Capt. Najomo noted that NATEOC's responsibility is to translate the provisions of the Supplementary Act into practical, coordinated, and measurable national actions in strict conformity with ICAO Doc 9082.
To, therefore, achieve these goals, he added that the committee must actively and constructively engage with key industry stakeholders, including local airline operators and the International Air Transport Association (IATA).
Also speaking, the Director of Legal Services and Company Secretary, Mrs Mary Tufano-Eche, admonished the committee to painstakingly examine both legislative and legal frameworks backing the Supplementary Act. This is with a view to ensuring seamless integration into the national aviation framework, while preventing any legal friction with established ICAO documents and domestic regulations.
NATEOC is a multi-agency body comprising representatives from the Ministry of Aviation & Aerospace Development (FMAAD), Ministry of Foreign Affairs (MFA), Nigeria Civil Aviation Authority (NCAA), Federal Airports Authority of Nigeria (FAAN), Nigerian Airspace Management Agency (NAMA), the Nigeria Revenue Service (NRS), and Federal Ministry of Finance (MOF).

In response to a generally wrong narrative about short landed baggage, I had to reiterate the pont. Hopefully, we can move on to deeper topics henceforth. Aviation is more vast than just this. #WhiteBoardSeries

I had to come over in person, at 11pm, to attend to this....we have ensured that all of the passengers who stayed behind, including an infant travelling with the father alone, have been driven to the hotel. At dawn, the bus will return the passengers to the airport for their flight. By this, the airline has also performed its duty of care. This complaint is now resolved and closed.

NCAA ISSUES AUTHORIZATION LETTERS, OFFICIAL STAMPS TO NINE DESIGNATED OJT SUPERVISORS
The Nigeria Civil Aviation Authority (NCAA), on the 18th September, 2026, at its Examination Hall in Abuja, issued Authorization Letters and Official Stamps to nine (9) Designated On-the-Job Training (OJT) Supervisors to strengthen standards and safety oversight.
They are Joshua Onoja (Value Jet) Fumami Mashaba (Value Jet); Banire AbdulLateef (Value Jet); Fadoju Temiloluwa (Rano Air); Audu Thomas Tinat (Rano Air); Comfort Ayhok (Rano Air); Yakubu Abba Aliyu (Rano Air); Charles Dogara Mallam (Aero Tak); and Mohammed Jafar Liman (Aero Tak).
Delivering his welcome remarks at the brief but symbolic ceremony, the Director of Operations, Licensing and Training Standards (DOLTS), Captain Donald Spiff, noted that the presentation represents an important regulatory requirement and a safety-critical responsibility, in line with the ALL-Operators’ Notice dated 22 March, 2024; the ICAO Annex 1 – Personnel Licensing; and the Nigeria Civil Aviation Regulations (Nig. CARs), Part 2.6.
According to Captain Spiff, the Nigerian aviation industry continues to grow rapidly, and with that growth comes an even greater responsibility to maintain the highest standards of safety, professionalism, and regulatory compliance.
He, therefore, tasked the designated OJT Supervisors, as the eyes of the NCAA, to discharge their responsibilities with integrity, diligence, fairness, and strict adherence to applicable regulations and standards - having been painstakingly selected on the basis of their experience, qualifications, professional competence, and compliance history.

First, you claim that I am not educating the passengers enough. Faced with the facts, you now blame me for educating the passengers when staff of the airlines became derelict in performing their duties. You need to choose what narrative you want of me. Also, I just read your piece in THIS DAY about recent flight disruption data released by the NCAA, and I am disappointed in your writing. Let me quickly point to one untrue take you have intentionally put out there:
Frame 1: the NCAA posted its report without a caption. No blames, no suggestions. Just pure data with regards to the DOMESTIC operations of FIFTEEN AIRLINES.
Frame 2: you suggested, in misleading manner, that the NCAA's report BLAMED airlines rather than identify deficiencies, etc.
This is not responsible journalism, sir, and to keep doing this makes you part of the problem. We all need to do better. The data did not blame any airline. It was posted without caption.

I just watched the video and I was writing when it was posted. I had not seen it until I dropped my post. But I must admit that it speaks good of you. But again I ask, should you be putting yourself in harms way? What is the job of FAAN security and airport police?

I have, at great risk to my life when airline staff run away after failing to comply with the regulations during a disruption, stood amidst hundreds of angry passengers to defend airlines in force majeure situations. I have been threatened to be beaten more times than I can count. I have defended airlines on national television where I know that they are deserving of such defence.
Passengers accuse me of siding airlines. Airlines accuse me of siding with passengers or antagonising their operations. All we do is enforce the regulations and, even at that, we have, for the past two years and nine months, carried out immense PR, enlightenment, and awareness campaigns to educate, and protect both operators and passengers.
Where airlines are not at fault, I have stood my ground about it. Where they fail to provide necessary duty of care to passengers during disruptions, I have also enforced the rights of passengers.
My only consolation in all of this is, passengers are human beings and the challenges are not secret. If they are treated fairly, they know. If otherwise, they also know. Nobody needs my prompting.
I will not be intimidated from carrying out my lawful duties, and I am not fazed by media manipulations. I am a media expert; I know game when I see it. I am not impressed.

Good morning, sir.
The announcements at the airport are not the NCAA's purview. We have received reports like this one time too many, and I am sure that the relevant service providers have been informed.
However, as part of the solution we have come up with an the NCAA, AVIATION RADIO, the Authority's new online information service, will be broadcasting boarding and departure announcements in real time as well.
We came up with this idea as a second layer of protection for passengers who have difficulty hearing airport announcers. All you will need do is stay tuned to AVIATION RADIO while waiting for your flight. As soon as it is announced at the airport, we will also announce it on our service.
Our staff are presently in training, and test broadcast commences right afterwards. Part of their training is to announce boarding, departure, and arrival announcements in clear and concise language (English, Hassan, Yoruba, and Igbo) so that no passenger misses their flight because of this problem.
At the Consumer Protection Department of the NCAA, we are guided by the years of repeat occurrences to create solutions that benefit all stakeholders in real time.
It will be up to passengers to tune in and stay locked in once we commence broadcast.
Due to local laws, we are temporarily restricting access to this content until X estimates your age. Learn more
Happy Birthday to the DGCA, Capt. Chris Onah Najomo. Thank you for your purposeful leadership and commitment to a safer Nigerian aviation. Best wishes from all of us at the Consumer Protection Department.
