We probably don’t agree in full on FSTC, but credit for calling out a pretty far out set of arguments that would have some bad implications, especially for those of us who care about equity, if accepted. We’ve got to separate out policy from ideology on this issue.
Look I’m not pushing for opt-in but I’ve been doing this a long time and I’ve never heard some of the legal theory here. Many Michigan private schoolers get already some Title money. And ESSA’s equal services provision requires the state to monitor and administer that money. If the FSTC would violate our Blaine Amend because even tho it’s federal money it would require state employees to do some paperwork…we’re already in violation because state employees monitor federal equitable services PLUS a number of state rules for its non-public schools already (see below). These are important regs and we should be careful not to throw them out. By the way, the state also direct funds school meals and its future educator fellowships at private schools. Point being: there are real concerns with the FSTC that should be addressed. The idea that administering the program is somehow a violation of our constitution would throw out a number of things we already—and should—do.

This is a point we’ve been making @cfc_mke, as it pertains to @milwaukeeMPS’ ongoing conversations about closure/consolidation. There’s no such thing as an easy school closure, but that doesn’t mean it isn’t the correct choice.
People hate school closures, but the alternatives to closing under-enrolled schools are generally even worse. slowboring.com/p/the-lost-wi…

Should MPS close underused schools or find another solution?

As an advocate for high-quality parent choice, this is an issue (mainly outside MKE). In @cfc_mke’s polling, 85% statewide supported accountability for academic outcomes - and that starts with accurate & complete data. jsonline.com/story/news/educ…

I wrote about this earlier this spring: WI’s choice programs have been leaders in financial accountability; we should do the same on academic outcomes — not as a cudgel, but to ensure ALL students get the education they deserve. cfcmke.substack.com/p/part-2…

MPS Superintendent Cassellius says Milwaukee Public Schools spends $25,000,000 this year adding extra staff to underenrolled schools. (The other options are closing buildings or cutting student education. MPS will decide in the next 6 weeks how many buildings they will close.)
Replying to @GhaleonQ
Superintendent Cassellius says Milwaukee Public Schools spends $25,000,000 superstaffing underused schools. "This year alone, we stood up $25,000,000 at schools that were underutilized. We gave them more staff than what they would be allocated based on our standard of care."

👏🏿@GovKathyHochul. And, @GovEvers - take note. WI students & schools - ALL of them - could benefit. Evers was right to object to WI not taking the Medicaid expansion. The same logic applies: don't send WI's federal tax $ to other states! Let's put WI kids first.

"As DC’s example suggests, the most realistic way to desegregate our schools today might actually be to focus on improving their results first." Really good stuff here from @JHWeissmann. vox.com/policy/505269/washin…

Nikole Hannah Jones and others have long argued that in order to fix schools, we need to start by integrating them. For Vox I wrote about how DC shows the opposite may be true: Fixing your schools can help integrate them. vox.com/policy/505269/washin…

This is a conversation we’re going to have to have in Wisconsin soon - these realities are not going anywhere.

Two numbers from Mike Miles’s testimony today that say a lot about what’s happening in #HISD: 7️⃣0️⃣% — Principals’ time expected to be spent coaching teachers. 9️⃣5️⃣0️⃣0️⃣ — Teachers who can tell you the district’s expectation for high-quality instruction. That’s what system coherence looks like.

1/5 In today's @cfc_mke Corner: Fond memories matter. But they can't replace a real plan. And, any way you do the math, @milwaukeeMPS needs to close 30 schools bit.ly/4hFSY07 🧵

4/5 Declining enrollment isn't just an MKE phenomenon. Cleveland reduced its footprint by 29 schools. St. Louis has proposed closing 14. Minneapolis is considering as many as 16. This is a reality facing districts across the country -- and waiting only makes it worse.

5/5 MPS' own criteria identified 26 schools; our analysis @cfc_mke landed on 30. But, the more important imperative that must be answered isn't about closure, it's about what's after that: for every child asked to move, what comes next has to be better. bit.ly/4hKIw7J

People should realize the underlying NEA/AFT opposition to the federal scholarship tax credit isn’t just about being able to regulate or exclude competition. It’s about being able to regulate aspects of the economy they currently don’t control.

Charitable contributions are not public funds. They are private funds. If all charitable giving is suddenly public funds we have a real problem.

This is unfortunate from @govevers - the regs make clear public school students can benefit, and include provisions making it easier for schools in low-income areas to access funding. WI students & schools - ALL of them - could benefit from opting in.
