Advocate Chaskalson asked Professor Fikeni, with a bit of a despondent chuckle, what can this Commission do, how can they frame recommendations in a way that they will get implemented, considering that recommendations from many other Commissions, including the PSC itself, are not being implemented. His response depressed me. 😭 He said first of all, there's no political will and administrative will to implement and follow up. No resourcing either for implementation. Most importantly though, it's when he says, those in Treasury for example who will say "what is the cost of doing this", they should be asked, "what is the cost of not doing it". In the security establishment, he says, the cost of doing nothing, is in the lives that are lost. The cost of doing nothing, it's not the statistics, it's the pain of every family going through the challenges that otherwise could have been avoided. He's basically warning the Commission that there is a high possibility that their recommendations will not be seen through. They'll bank on the fact that after 3 years we would have forgotten.
