Soon NYC voters will decide whether to approve five Ballot Questions that would change the City Charter. We recommend voters approve Qs 1, 3, 4, which would help NYC function better by accelerating reviews, speeding up transactions & making gov processes faster. BUT recommend rejecting Qs 5, the Rainy Day Fund proposal, which fails to ensure the City will become more fiscally prepared.

NEW CBC report finds NYS and local govs spent $12.7B on econ development in '25, much without evidence that it's effective and sometimes despite evidence that programs don't generate +tive returns. While this spending has ⬆️ 28% in just last 6 years, NY’s job growth has lagged the nation.

On Nov 3, NYC voters will decide on 5 Charter Ballot Questions. CBC recommends YES on Qs 1, 3, & 4—measures that cut red tape on sidewalk cafés, street safety projects, and building permits. And NO on Qs 5. Here's why:

✅ YES on Q4: Would modernize DOB with more flexible approval authority and create centralized construction permitting portal for City agencies.

❌ NO on Q5: Despite appearances, the Rainy Day Fund proposal would allow the City to codify the failing status quo—keeping deposits voluntary & allowing RDF to be used when it's not raining.  A NO vote isn't a vote against a strong RDF. It's a vote against locking a weak one into the City Charter.
