So we are going to ignore the fact that Haiti had to pay France for their freedom as compensation for the French loosing their slaves. They paid 112 million Francs equivalent to 560 million in US dollars today. As well as in 1914 the US stealing $500k worth of physical gold equivalent to 101 million in todays gold value and then they were occupied by the US for 1915-1947 having over 40% of their public finances being diverted to pay France and the US. So yeah if you place crippling debt on a country from its inception and then steal from them up top of that it's not surprising that development and progress is stagnant and/or non existent especially if the results of this debts was an economic growth loss valuing in 100s of billions of dollars
